Italy Awards 7.7 GW Solar, 940 MW Wind Projects Under FER X Transitory Program

Italy’s energy management agency, the Gestore dei Servizi Energetici (GSE), has awarded 940 MW of wind and 7,700 MW of solar projects under the Fonti di Energia Rinnovabile (FER) X Transitory program.
The FER X Transitory program supports renewable energy projects with generation costs close to market competitiveness.
GSE awarded 474 solar projects with a weighted average award price of €56.825 (~$66.22)/MWh, 37.4% lower than the ceiling price set by the Italian authorities.
It also awarded 29 wind projects with a weighted average price of €72.851 (~$84.9)/MWh, 19.67% lower than the ceiling price.
The highest tariff awarded under the auction for solar projects was €62.675 (~$73.04)/MWh, and for wind projects was €77.738 (~$90.59)/MWh.
The scope of the FER X Transitory program includes the construction of new renewable energy projects, complete and partial renovation works, and the upgradation of existing projects.
Under the FER X Transitory program, GSE had offered 10 GW of solar and 4 GW of wind power projects.
The program will expire on December 31, 2025.
The Italian Council of Ministers recently allocated €250 million (~$288 million) to support the Transizione 5.0 tax credit program for businesses transitioning to renewable energy sources. Additionally, €10 million (~$11.5 million) each has been allocated under the program for 2026 and 2027.
Transizione 5.0 supports energy transition projects that improve energy efficiency, digitalize production processes, and involve self-consumption.
In July 2025, Italy’s Ministry of Environment and Energy Security announced that it had received nearly 1,500 expressions of interest under the country’s FER X Transitory decree, a new mechanism to support renewable energy projects using sources such as solar and wind. The decree was launched in February this year.
In April 2025, GSE invited bids for the second round of cumulative 1.04 GW agrivoltaics power projects. Bids must be submitted by June 30, 2025. The projects are expected to generate up to 1,300 GWh of electricity per year. They can receive up to €323.41 million (~$356.07 million) in incentives.
