India’s solar module manufacturing capacity under the Approved List of Models and Manufacturers (ALMM) has reached the 100 GW milestone, up from just 2.3 GW in 2014, according to Union Minister for New and Renewable Energy Pralhad Joshi.
Joshi highlighted that this growth reflects not only the scale of capacity achieved but also the significant rise in the number of manufacturers, which has increased from 21 in 2021 to 100 at present. These manufacturers collectively operate 123 production units.
He added that both established industry leaders and new entrants have driven this progress, with many adopting advanced high-efficiency technologies and vertically integrated operations.
“The first ALMM for solar modules was released on March 10, 2021, with an initial enlisted capacity of around 8.2 GW. In just over four years, the capacity has grown more than twelvefold, surpassing the 100 GW mark,” the Minister said.
Minister of State for MNRE, Shripad Yesso Naik, recently informed the Lok Sabha that under Tranche I of the production linked incentive (PLI) program for high-efficiency solar modules, letters of award were issued to three successful bidders to set up 8.73 GW of fully integrated solar module manufacturing units.
Under Tranche II, eleven successful bidders received letters of award for setting up 39.6 GW of fully or partially integrated solar module manufacturing units.
Some of these awarded projects are already operational. According to the ALMM and data from manufacturers, as of June 30, 2025, the manufacturing capacity installed under the PLI program includes 18.5 GW of solar modules, 9.7 GW of solar cells, and 2.2 GW of ingot-wafer production. This also includes 3.2 GW of fully integrated thin-film solar module manufacturing capacity.
Department of Commerce data shows that solar module imports to India have declined from $3.36 billion in FY 2021-22 to $2.15 billion in FY 2024-25.
India added 25.3 GW of solar module capacity and 11.6 GW of solar cell capacity in calendar year 2024, according to Mercom’s State of Solar PV Manufacturing in India 2025 report.
