HPCL Tenders Monitoring and Analytics System for 3.3 GW Renewable Projects

HPCL Renewable and Green Energy (HPRGE) has issued a tender to set up a central monitoring and analytics system for four renewable energy projects with a cumulative capacity of 3.3 GW across various states.
Bids must be submitted by June 20, 2025. Bids will be opened on the same day.
Bidders must submit an earnest money deposit of ₹2.5 million (~$29,180.65).
The four renewable energy projects are 629 MW of ground-mounted solar installations, 2,665.5 MW of rooftop solar sysems, a 46 MW wind project, and a 1 MW solar project in the LNG Terminal Chhara, Gujarat.
The scope of work involves deriving insights from data collected from HPRGE’s renewable energy projects. It also includes providing a centralized asset performance monitoring software solution that can integrate with HPRGE’s solar and wind farms.
The solution will serve as a single source for compiling data from equipment, sensors, and/or supervisory control and data acquisition systems across wind and solar projects. These projects include battery storage and firm and dispatchable energy projects.
The software solution must provide performance analytics and visualization capabilities. It must also support data import to a cloud-hosted central solution.
Selected bidders must retrieve data through open platform communications (OPC), and store the data at the project site for a minimum of 30 days. They must also store data at cloud databases with zero loss, create dashboards, perform analytics, monitor individual systems, oversee overall system performance, define user hierarchy levels, and provide perpetual data availability.
The OPC server will be made available to the bidders by HPRGE.
Bidders must satisfy any of the following criteria over the last seven years:
- They must have completed three similar works, each costing at least ₹46.4 million (~$541,592)
- They must have completed two similar works, each costing at least ₹58.1 million (~$678,158)
- They must have completed one similar work, costing at least ₹92.9 million (~$1.2 million)
Similar work refers to designing and implementing a performance monitoring and analytics system (with both hardware and software capabilities) for any BSE/NSE-listed companies in India.
Bidders must have an annual average financial turnover of ₹34.8 million (~$448,256) in the last three years.
Recently, HPRGE invited bids for the engineering, procurement, and construction of a 5 MW/10 MWh Battery Energy Storage System project at Nachna Reservoir in Jaisalmer district, Rajasthan.
