HPCL Renewable Invites Bids for 5 MW/10 MWh BESS Project in Rajasthan

HPCL Renewable and Green Energy (HPRGE), a subsidiary of Hindustan Petroleum Corporation (HPCL), has invited bids for the engineering, procurement, and construction of a 5 MW/10 MWh Battery Energy Storage System (BESS) project at Nachna Reservoir in Jaisalmer district, Rajasthan.
Bids must be submitted by June 23, 2025. Bids will be opened on the same day.
Bidders must furnish an earnest money deposit of ₹1 million (~$11,640). The successful bidder must submit a performance bank guarantee equivalent to 5% of the contract value. The guarantee must be valid for 23 months.
The scope of work encompasses the design, engineering, procurement, construction, testing, and commissioning of the BESS. Comprehensive operation and maintenance (O&M) services must be provided for 12 years.
The O&M scope includes a one-year defect liability period, followed by 11 years of O&M services.
All electronic systems must carry a warranty for 12 years.
The project’s key components include a battery system with a minimum of 6,000 cycles, liquid-cooled battery containers, a power conditioning system, and an energy management system (EMS).
A 9 MW/11.5 MW floating solar project is currently under implementation at the Nachna site. This project is designed for power evacuation through a behind-the-meter mechanism at the 33 kV level. Of the total generated power, 5 MW is being continuously consumed at the location itself.
To maximize the utilization of this energy, provisions can be planned for charging and discharging the energy storage system using power from the existing floating solar panels
The scope of work for this project entails coordinating with the floating solar contractor, obtaining the necessary technical interface inputs, and aligning the construction and commissioning schedules accordingly.
Successful bidders must also supply power quality monitoring meters at designated feeders to ensure seamless communication with the EMS.
Additionally, the interconnection between the BESS project equipment and the floating solar project must include separate metering arrangements, panels, and safety tripping systems. These systems must be designed and installed in compliance with applicable standards and approved by HPRGE.
Bidders must have completed the design, engineering, supply, construction, erection, testing, and commissioning of BESS or solar-BESS hybrid systems with EMS, with a minimum capacity of 1 MWh at a single location, including at least one year of comprehensive O&M services.
Bidders must have an average annual turnover of at least ₹40.5 million (~$471,420) over the last three financial years ending March 31, 2025.
In December 2024, HPCL issued a tender for designing, supplying, installing, and commissioning a 1.2 MW ground-mounted solar power project at its Palanpur-Vadodara pipeline in Gujarat.
In October 2024, HPCL invited bids for the supply of 5,000 tons of green hydrogen per year to its Visakh Refinery for 25 years.
