HPCL Invites Bids for 3.6 MW of Solar Projects in Karnataka

Two tenders have been floated for 1.7 MW capacity in Yediyur and 1.9 MW in Hiriyur

Hindustan Petroleum Corporation (HPCL) has invited bids from contractors to develop two solar projects with a cumulative capacity of 3.6 MW in the towns of Yediyur and Hiriyur in Karnataka. The company has floated two tenders for a capacity of 1.7 MW and 1.9 MW.

Bidders must submit an earnest money deposit (EMD) of ₹2.5 million (~$30,185) for each of the projects.

Successful bidders will have to furnish a performance bank guarantee at the rate of 10% of the total order value for each of the projects.

1.7 MW Yediyur Project Tender 

The deadline for submitting bids for the Yediyur project is June 2, 2023, and the proposals will be opened on the same day.

To be eligible, bidders should have an average annual financial turnover of ₹27.05 million ($326,587) for non-MSE (Micro and Small Enterprises) bidders and ₹22.99 million ($277,569) for MSE during the last three years.

Bidders must have completed similar turnkey design, supply, installation, and commissioning projects of a ground-mounted solar photovoltaic power plant with a capacity of at least 0.5 MWp in the last seven years.

The bidders should have acted as the Engineering Procurement Contractor (EPC) for at least one solar power plant project, which included collaborating with DISCOM or TRANSCO (Transmission Company) from any state.

The qualification requirements vary depending on the bidder’s status.

Non-MSE bidders must have either one completed project, with a minimum cost of ₹72.15 million (~$871,173), or two completed projects, each costing not less than ₹45.09 million (~$544,471), or three completed projects, each costing not less than ₹36.07 million (~$435,552).

MSE bidders need to demonstrate either one completed project, costing not less than ₹61.33 million (~$740,631), or two completed projects, each costing not less than ₹38.33 million (~$462,942), or three completed projects, each costing not less than ₹30.66 million (~$370,305).

1.9 MW Hiriyur Project Tender 

For the Hiriyur project, the deadline for bid submission is June 5, 2023, and the bids will be opened on the same day.

Bidders should have an average annual financial turnover of ₹38.81 million ($468,531) for non-MSE bidders and ₹32.99 million ($398,269) for MSE during the last three years.

Non-MSE bidders must have completed either one project, with a minimum cost of ₹103.51 million (~$1.2 million), or two projects, each costing not less than ₹64.69 million (~$781,153), or three projects, each costing not less than ₹51.75 million (~$624,898).

MSE bidders need to have completed either one project, costing not less than ₹87.98 million (~$1 million), or two projects, each costing not less than ₹54.99 million (~$664,082), or three projects, each costing not less than ₹43.99 million (~$531,241).

Last month, HPCL invited bids for the EPC of 11 MW of solar power projects at its Panipat and Jhansi site for captive use in Uttar Pradesh and Haryana.
