Hindustan Petroleum Floats EPC Tender for 300 MW of Solar Projects

HPCL Renewable and Green Energy (HPRGEL), a subsidiary of Hindustan Petroleum Corporation (HPCL), has invited bids for the engineering, procurement, and construction (EPC) package with land for 300 MW of interstate transmission system (ISTS)-connected solar power projects in seven states.

The projects to be implemented in Gujarat, Rajasthan, Maharashtra, Karnataka, Andhra Pradesh, Madhya Pradesh, and Tamil Nadu must be commissioned within 15 months of receiving the work order.

The last day to submit the bids is May 30, 2024. Bids will be opened on the same day.

Bidders must submit an earnest money deposit of $105.5 million (~$1.26 million).

Selected bidders must submit 2% of the EPC contract value as performance security within 15 days from the bid acceptance. They must also submit 5% of the operation and maintenance (O&M) contract value as a bank guarantee.

The scope of work involves identifying and transferring land leases to HPRGEL, organizing grid connectivity at the ISTS substation, and performing all EPC works with open category type modules, including power evacuation system and telemetry to the interconnecting grid substation. Bidders must also conduct performance testing to demonstrate guaranteed generation at the interconnection point and supply mandatory spares.

They must also undertake the O&M of the complete solar project, including the switchyard and power evacuation system, until the interconnecting grid substation, for ten years after the defect liability period.

Bidders should have completed at least one similar work order of a minimum of ₹16.52 billion (~$197.86 million), two similar works each of ₹10.33 billion (~$123.72 million), or three similar works each of ₹8.26 billion (~$98.92 million) during any of the last seven years.

Bidders should also have carried out O&M for a solar project of a minimum of 25 MW at a single location project for at least one year from the commissioning date.

The average annual turnover of the bidders should be at least ₹6.2 billion(~$74.25 million) during the last three financial years.

Only solar modules registered in the Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy must be used in the projects.

Recently,  HPRGE invited bids for a detailed feasibility report and project management consultancy services for grid-connected rooftop and floating solar projects with a cumulative capacity of 81.5 MW.
