Himachal Pradesh Issues O&M Tender for 9 MW Solar Project

Himachal Pradesh Power Corporation (HPPCL) has invited bids for the operation and maintenance of solar power projects with a 9 MW capacity at Dabhota in Nalaghar, Himachal Pradesh.

Bids have to be submitted by April 12, 2024. Bids open on the same day.

Bidders must submit an earnest money deposit of ₹10.5 million (~$126,308) and a tender document fee of ₹10,000 ($120).

The scope of work entails end-to-end delivery of the commissioned project to HPPCL, which will include the development of land, design, engineering, procurement of equipment and materials, commissioning, performance demonstration, and operational acceptance of grid-interactive solar power projects on a turnkey basis along with comprehensive operation & maintenance for eight years.  The contractor will also be responsible for securing the required permits and licenses.

The minimum average financial turnover of bidders must be ₹260 million ($3.12 million) in the last three years. Bidders must also demonstrate access to or availability of financial resources to meet the cash-flow requirement of ₹13 million ($156,406).

Bidders must have participated as contractors, joint venture partners, or subcontractors in at least one similar contract completed within the last ten years. This refers to the proposed contract where the value of the bidder’s participation exceeds ₹160 million ($1.9 million), based on a solar project with a minimum capacity of 2.7 MW, or ₹110 million ($1.32 million) based on a solar project with a minimum capacity of 1.8 MW each or where the bidder’s value exceeds ₹50 million ($601,552) based on a solar project with a minimum capacity of 1 MW each.

In the last ten years, bidders must have also completed O&M of at least one year in a solar project with a minimum capacity of 2.25 MW.

Earlier this year, HPPCL floated a tender for agencies to conduct detailed topographical surveys of solar project sites across various locations in the state.

Last June, HPPCL also invited bids for designing, supplying, constructing, installing, and commissioning a 12 MW solar power project in Kangra district.
