Himachal Pradesh Floats Tender for 7.8 MW Solar Projects

The Himachal Pradesh State Electricity Board (HPSEBL) has invited bids for grid-connected, ground-mounted solar power projects of a cumulative capacity of 7.8 MW under the renewable energy service company model.

Bids must be submitted by February 24, 2025. Bids will be opened on February 25.

Bidders must quote for four lots—Palampur (Lot I), Sarabai (Lot II), Nahan (Lot III), and Jogindernagar (Lot IV).

They must submit an earnest money deposit of ₹807,400 (~$9,272.9) for Lot I, ₹724,000 (~$8,315.1) for Lot II, ₹275,200 (~$3,160.6) for Lot III, and ₹1.04 million (~$11,944.4) for Lot IV.

They must also submit a performance bank guarantee of ₹8.07 million (~$92,683.9) for Lot I, ₹7.34 million (~$84,299.9) for Lot II, ₹2.75 million (~$31,583.8) for Lot III, and ₹10.45 million (~$120,018) for Lot IV.

Selected bidders must supply HPSEBL 14.607 million units of energy annually. They must provide at least 80% of the annual energy.

The scope of work involves setting up the project and developing a dedicated transmission network up to the interconnection/delivery point. It also includes identifying the project land and providing operation and maintenance services for 25 years.

Successful bidders must promote only commercially established and operational technologies and use solar modules from the Approved List of Models and Manufacturers.

The project must be completed within six months.

Bidders must have designed, supplied, installed, and commissioned grid-connected ground-mounted solar projects per the cumulative capacity requirement for each lot in the last seven years. These projects must have been operational for at least one year.

Bidders must have designed, supplied, installed, and commissioned at least two grid-connected solar projects per the individual capacity requirement for each lot in the last seven years. These projects have been operational for at least one year.

Bidders must have a minimum annual turnover of ₹13.82 million (~$158,723) for Lot I, ₹12.56 million (~$144,252) for Lot II, ₹4.75 million (~$454,553.8) for Lot III, and ₹17.89 million (~$205,467) for Lot IV.

Recently, HPSEBL invited bids to set up 8.33 MW of grid-connected, ground-mounted solar power projects under the RESCO model.
