Himachal Pradesh Cuts Power Tariffs Across Consumer Categories in FY 2027

The Himachal Pradesh Electricity Regulatory Commission (HPERC) has slightly reduced tariffs across all consumer categories for the financial year (FY) 2026-27.

The tariffs will come into force by April 1, 2026.

Domestic Consumers

The Commission has reduced energy charges for domestic-category power consumers with electricity consumption between 0 and 60 units to ₹4.71 (~$0.050)/kWh from ₹4.72 (~$0.050)/kWh. However, it retained fixed charges at ₹55 (~$0.583)/month. Such consumers must also be lifeline consumers and those belonging to the below-the-poverty-line category.

For domestic category power consumers with electricity consumption up to 125 units, energy charges have been reduced to ₹5.44 (~$0.058)/kWh from ₹5.45 (~$0.058)/kWh last year. The fixed charges have been retained at ₹85 (~$0.901)/month as last year.

For domestic category power consumers with electricity consumption between 126 and 300 units, energy charges have been reduced to ₹5.89 (~$0.062)/kWh from ₹5.9 (~$0.063)/kWh. The fixed charges have been retained at ₹85 (~$0.901)/month.

For domestic category power consumers with electricity consumption of 301 units and above, energy charges will now be ₹5.89 (~$0.062)/kWh against ₹5.9 (~$0.063)/kWh last year. The fixed charges have been retained at ₹85 (~$0.901)/month.

Commercial Consumers

Energy charges for commercial-category power consumers with electricity demand up to 20 kVA have been set at ₹6.39 (~$0.068)/kWh, down from ₹6.40 (~$0.068)/kWh. However, fixed charges have been retained at ₹145 (~$1.537)/month.

For commercial category consumers with electricity demand between 20 and 100 kVA, energy charges have been reduced to ₹6.3 (~$0.067)/kWh from ₹6.31 (~$0.067)/kWh. The demand charges have been retained at ₹110 (~$1.166)/kVA/month.

For consumers with electricity demand above 100 kVA, energy charges will be ₹6.2 (~$0.066)/kWh against ₹6.21 (~$0.066)/kWh last year. The demand charges have been retained at ₹170 (~$1.803)/kVA/month.

Industrial Consumers

Energy charges for industrial-category consumers with electricity demand up to 1 MVA have been set at ₹5.85 (~$0.062)/kWh, down from ₹5.86 (~$0.062)/kWh. The demand charges have been retained at ₹250 (~$2.652)/kVA/month.

It also reduced the energy charges for industrial-category power consumers with electricity demand exceeding 1 MVA to ₹5.6 (~$0.059)/kWh from ₹5.61 (~$0.059)/kWh. The demand charges have been retained at ₹400 (~$4.241)/kVA/month.

For new industries set up between March 3, 2023, and March 3, 2025, energy charges will be 15% lower than the approved energy charges and remain so for three years. Existing industries that have undergone expansion between March 3, 2023, and March 3, 2025, can also avail energy charges 15% lower than the approved energy charges for three years.

Seasonal industries during off-season periods will be able to avail power at energy charges applicable to commercial-category power consumers, corresponding to their contracted demand.

Electric Vehicles

The energy charges applicable to operating public EV charging stations on a commercial basis have been reduced to ₹6.78 (~$0.072)/kWh from ₹6.79 (~$0.072)/kWh.

Open Access Charges

Wheeling charges for high-tension (HT) category power consumers at the 33 kV level have been increased by 2.6% to ₹0.79 (~$0.008)/kWh from ₹0.77 (~$0.008)/kWh.

For the HT category power consumers connected at the 11 kV and 33 kV levels, wheeling charges have been retained at ₹1.75 (~$0.019)/kWh.

The cross-subsidy surcharges for commercial-category power consumers with an electricity demand above 100 kVA have been reduced by 14.6% to ₹2.69 (~$0.029)/kWh from ₹3.15 (~$0.033)/kWh.

For industrial category power consumers with electricity demand between 100 kVA and 1 MVA, the applicable energy charge will be  ₹2.76 (~$0.029)/kWh against ₹2.9 (~$0.031)/kWh.

For industrial category power consumers with electricity demand above 1 MVA, the applicable energy charges will increase by 22.5% to ₹2.94 (~$0.031)/kWh from ₹2.4 (~$0.025)/kWh.

The additional surcharge has been reduced by 5% to ₹0.64 (~$0.007)/kWh for all commercial and industrial category power consumers from ₹0.67 (~$0.007)/kWh.

Recently, HPERC set the rate for the sale of the state government’s free power to the Himachal Pradesh State Electricity Board at ₹2.73 (~$0.0292)/kWh for FY 2027, an increase from ₹2.70 (~$0.0289)/kWh in FY 2026.
