Gujarat DISCOM Floats Tender to Procure 625 MW of Solar Power

Gujarat Urja Vikas Nigam (GUVNL) has floated a tender to procure power from 625 MW of solar projects without energy storage, anywhere in India, along with a greenshoe option of up to 625 MW (Phase XXVIII).
Bids must be submitted by December 15, 2025. Bids will be opened on December 18.
Bidders must submit ₹25,000 (~$280) plus 18% GST as document cost and ₹300,000 (~$3,363) plus 18% GST as processing fees.
They must also furnish an earnest money deposit of ₹928,000 (~$10,404)/MW.
Successful bidders must submit a performance bank guarantee of ₹2.32 million (~$26,011)/MW.
Projects that are under construction, not yet commissioned, or already commissioned but without a long-term power purchase agreement (PPA) and are selling power on a short-term or merchant basis can be considered. This is allowed only if they are not already accepted under any other central or state program and have no obligations toward existing buyers.
Projects may also be set up within existing wind projects that are connected to the grid, as long as spare capacity is available for renewable energy integration at the relevant Gujarat Energy Transmission Corporation (GETCO) or Central Transmission Utility substation.
For projects connected to Gujarat’s intrastate transmission network, the delivery point will be the GETCO substation at 66 kV or higher, where the project connects via a dedicated transmission line to supply energy to the GETCO grid.
The minimum quantum of power offered by the bidder should be 50 MW in case of interstate connected projects and 10 MW in case of intrastate connected projects.
The declared annual capacity utilization factor must be at least 22%.
GUVNL will enter into PPAs with the successful bidders for 25 years from the scheduled commencement of supply for the project.
Only commercially established and operational technologies must be used to minimize technology risk and achieve timely project commissioning.
The net worth of the bidders as on the date of the previous financial year must not be less than ₹9.28 million (~$104,046)/MW of the quoted capacity.
Earlier this year, GUVNL invited bids to procure power from 250 MW of grid-connected solar projects anywhere in India, with a greenshoe option of 250 MW.
