Goa Electricity Department Invites Bids for 5.1 MW Solar Project

The Electricity Department of Goa has invited bids for setting up a 5 MW ground-mounted solar power project and a 100 kW rooftop solar system at Goa Engineering College in Ponda.
Bids must be submitted by March 10, 2026. Bids will be opened on March 12.
The estimated cost of the project is ₹311.48 million (~$3.42 million)
Bidders must furnish an earnest money deposit of ₹4.14 million (~$45,480) and a tender document fee of ₹1,500 (~$16.48).
The successful bidder must submit a performance security equivalent to 5% of the work order value and a security deposit of 2.5%.
The project will be executed on 55,000 to 60,000 square meters of land provided by the college. It will interconnect at 33 kV through an ABT meter at the generating end. Power evacuation will be carried out through an approximately 1.5 km 33 kV underground cable connecting to the grid.
The scope of work includes engineering, installation, and commissioning of the ground-mounted and rooftop solar photovoltaic systems, supply and installation of transformers, breakers, protection and metering systems, and construction of all associated civil infrastructure.
The project also includes evacuation infrastructure and 10-year comprehensive operation and maintenance.
The project must be completed within 12 months, starting from the 15th day after issuance of the work order.
Bidders must have completed similar solar works in the past seven years, including either three projects worth 40% of the estimated cost each, two projects worth 60% each, or one project worth 80% of the estimated cost, with at least 1 MW solar plant experience.
They must have an average annual turnover of at least 30% of the estimated cost over the past three financial years, liquid assets or credit facilities of at least 40% of the estimated cost, and a minimum net worth of 10% of the estimated cost.
Bidders must be registered vendors with the Goa Energy Development Agency, and possess a valid electrical contractor license for 33 kV or higher in Goa.
Any shortfall will attract compensation at 1.5 times the Electricity Department’s average power purchase cost per kWh. The contractor must also rectify defects identified during the 24-month guarantee period at its own cost.
Recently, the Goa Energy Development Agency invited bids to set up 300 MW of solar projects integrated with a 150 MW/900 MWh battery energy storage system.
