Germany Awards 2.3 GW of Projects in Latest Solar Auction

Germany’s Federal Network Agency (Bundesnetzagentur) has awarded 2,271 MW of ground-mounted solar projects categorized under the ‘first segment,’ which are installations located on structures that are neither buildings nor noise barriers.

The tender, which closed on July 1, 2025, saw high demand, with 313 bids submitted for a total capacity of 2,820 MW, exceeding the tendered volume of 2,266 MW. Of these, 258 bids amounting to 2,271 MW were awarded contracts, while 36 were disqualified.

The awarded prices ranged between €0.0400 (~$0.0468)/kWh and €0.0626 (~$0.0732)/kWh, with the average volume-weighted price settling at €0.0484(~$0.0566)/kWh. This is an increase of 4% from the previous round’s average of €0.0466 (~$0.0545)/kWh.

Bavaria received the largest allocation with 689 MW across 106 bids, followed by Rhineland-Palatinate (251 MW, 23 bids) and Lower Saxony (250 MW, 18 bids).

“Competition continues to ensure stable award values well below the maximum value,” said Klaus Müller, President of the Federal Network Agency. “For over a year now, award values have remained at a similar level. Ongoing competition also creates reliable framework conditions for bidders in the tendering process.”

The next tender round for solar installations of the first segment will take place on December 1, 2025.

Bundesnetzagentur had awarded 255 MW of solar projects on buildings and noise barriers in the previous tender round. Out of the 127 bids received for a total capacity of 274 MW in response to the tendered capacity of 283 MW, the agency awarded contracts to 118 bids with a combined capacity of 255 MW. The awarded tariffs ranged from €0.069 (~$0.0745)/kWh to €0.1038 (~$0.1121)/kWh. The volume-weighted average award value came in at €0.0922 (~$0.0996)/kWh.

Germany added 3 GW of solar capacity in the second quarter of 2025, a 12% year-over-year drop from 3.4 GW. The country’s cumulative solar capacity reached 107.4 GW with the recent addition. Germany added 977.8 MW of solar capacity in April, 1,145.8 MW in May, and 904.6 MW in June. The country recorded the lowest monthly installations in June this year.
