Germany Awards 1.09 GW In Biomass and Rooftop Solar Auctions

Germany’s Federal Network Agency (Bundesnetzagentur) has awarded a combined 1.09 GW of capacity in its latest auctions for solar installations on buildings and noise barriers and biomass plants.
Of the total capacity, 813 MW was awarded to biomass facilities and 281 MW to rooftop and noise-barrier solar projects.
In the tender for solar installations on buildings and noise barriers, Bundesnetzagentur auctioned 283 MW. This segment received 140 bids, totaling 310 MW. The agency disqualified 19 bids representing 29 MW, but all remaining 121 bids, totaling 281 MW, were accepted, resulting in a slightly undersubscribed auction.
The pay-as-bid award prices in the rooftop and noise-barrier solar auction ranged from €0.082 (~$0.096)/kWh to €0.104 (~$0.122)/kWh. The volume-weighted average price was €0.096 (~$0.112)/kWh, higher than the €0.092 (~$0.108)/kWh average recorded in the previous round, yet still comfortably under the price ceiling of €0.104 (~$0.122)/kWh.
Awarded projects were distributed across Germany, with Bavaria again leading at 59 MW from 19 awards. North Rhine-Westphalia followed with 29 awards and 57 MW, while Brandenburg and Baden-Württemberg secured 32 MW and 31 MW, respectively.
The biomass auction attracted substantial market interest, with 807 bids submitted, totaling 940 MW. A total of 692 bids were awarded contracts. The awarded volume included 63 MW for 33 new installations and 752 MW for 659 existing plants. The oversubscription follows new regulatory incentives under the biomass package, linked to the February 2025 revision of the Renewable Energy Sources Act, that require flexible plant operations responsive to price signals.
The prices of the accepted bids in the biomass segment ranged between €0.11 (~$0.129)/kWh and €0.194 (~$0.227)/kWh. The volume-weighted average award price was €0.181 (~$0.212)/kWh. This figure was lower than the price ceiling for existing biomass plants, set at €0.194 (~$0.227)/kWh.
Bavaria emerged as the leading federal state in awarded biomass capacity, receiving 266 awards totaling 276 MW. Lower Saxony followed with 122 awards and 143 MW, while North Rhine-Westphalia secured 63 awards with a combined 94 MW.
The next auction for biomass plants will close for bids on April 1, 2026. The date of the next auction for solar installations on buildings and noise barriers is February 1, 2026.
In October this year, Bundesnetzagentur invited bids for 2.32 GW of solar projects. The tender volume of 2.32 GW represents the total capacity for which financial support under the Renewable Energy Sources Act will be made available.
In the same month, Germany added 4.3 GW of solar capacity in the third quarter of 2025, a 7.8% year-over-year increase from 4 GW, according to data from Bundesnetzagentur.
