GAIL Invites Bids from Project Management Consultants for a 10 MW Solar Project

GAIL (India) is hiring a project management consultant (PMC) to set up a 10 MW ground-mounted solar power project at GAIL’s Vijaipur Complex in the Guna District of Madhya Pradesh.

The last day to submit the bids is August 24, 2022. Bids will be opened on August 25.

The selected consultant must submit 3% of the annualized order value as contract performance security within 30 days of the award.

The selected consultant will have to supervise the project from the award date to the completion of all services. This includes engineering, design, and procurement (EPC) tender preparation, construction supervision, quality management, and commissioning of the project.

To be eligible, the bidders must have completed at least one system design, engineering, tendering, and construction management work order for a 5 MW or above solar project in the last five years.

Bidders must also have a minimum annual turnover of ₹14.5 million (~$183,699) in any of the three preceding financial years. Their minimum working capital must be ₹2.91 million (~$36,866) in the preceding financial year. They must have a positive net worth as per the audited financial statement of the last financial year.

If the bidders’ working capital is negative or inadequate, they can submit a letter from their bank, having a net worth not less than ₹1 billion (~$12.66 million), confirming the availability of a line of credit for the requisite working capital.

The consultant is expected to complete the work within 16 months and would be provided an extension on the deadline by a further six months if required. Suppose the work cannot be completed within the extended timeline of 22 months, i.e., 16 months + 6 months, due to any delay not caused by the consultant, the PMC will be paid only 10% of the award value for another six months to complete their work.

In February, GAIL invited bids to appoint a consultant for a detailed feasibility survey for a greenfield solar project and green hydrogen and ammonia plant in Odisha.
