Empanelment Tender Issued for 5 MW of Rooftop Solar Systems in Punjab

Punjab Electricity Development Agency (PEDA) has invited bids to empanel vendors to install a cumulative capacity of 5 MW of grid-connected rooftop solar systems on government buildings in the state.

The successful bidder will have to take care of the operation and maintenance of the project for five years.

The last date to submit the bids online is July 18, 2022. Bids will be opened the following day.

Bidders must submit ₹500,000 (~$6,401) as an earnest money deposit. Within 21 days from the date of issue of the work order, the successful bidder should furnish a performance bank guarantee for 10 % of the work order value valid for eight months.

The bidders can bid under the following categories:

  • 1 kW to 3 kW
  • More than 3 kW to 10 kW
  • More than 10 kW to 100 kW
  • More than 100 kW to 500 kW

The generated solar power may be utilized for captive application, and the surplus power is fed to the grid per the state net metering policy.

Bidders can apply for a minimum aggregate capacity of 1,250 kW and a maximum aggregate capacity of 5,000 kW.

The installation of the bi-directional meter for the net metering purposes is within the scope of the bidder, and the successful bidder will bear the entire cost for net metering.

Bidders must have installed and commissioned solar power systems of a cumulative capacity of 1,000 kW during the last seven financial years for any government agency, state nodal agency, or private sector in India. The project should have been in operation for a minimum of three months from the date of publishing of the notice inviting tender.

Their financial turnover during any one of the last three years should be at least ₹60 million (~$768,066).

The successful bidder will be required to meet the capacity utilization factor (CUF) of 15% for years.

If the vendor fails to complete the work on time, a penalty of 1% of the work order value for every week of delay, subject to a maximum of 10% value of delayed goods and services, including project commissioning as liquidated damages, will apply.

Solar modules with a minimum capacity of 250 W should be used for the project. The modules should have an efficiency of at least 16%.

All solar modules should carry a performance warranty of >90% during the first ten years and >80% during the next 15 years.

Last September, PEDA invited bids to develop 5 MW of grid-connected rooftop solar systems under the renewable energy service company model on government buildings.

Earlier, PEDA invited bids to install and commission 243 grid-connected rooftop solar systems (5 kW capacity each) with an aggregate capacity of 1.215 MW at government schools and district institutes of education and training.
