Deendayal Port Authority Floats Tender for 1 GW Solar Project

The Deendayal Port Authority has issued a tender to set up a 1,000 MW solar project on its coastal land parcel between Chirai and Jangi in Gujarat. The land parcel is intertidal, marshy, and falls partially within the Coastal Regulation Zone.

Bids must be submitted by October 17, 2025. Bids will be opened on the same day.

Bidders must furnish an earnest money deposit of ₹500 million (~$5,665,275) and a tender fee of ₹11,800 (~$133.7).

Selected bidders must sign a power purchase agreement (PPA) for 25 years.

They must submit a bank guarantee of ₹500,000 (~$5,665.27).

The port authority plans to procure 1,750 million units of power annually.

The scope of work entails the design, engineering, construction, testing, and commissioning of the solar project. It also involves providing operation and maintenance services for the PPA’s duration.

Selected bidders must obtain all the clearances, consents, permits, and insurance for the project. They must provide a monthly progress report on the project’s commissioning.

Only components adhering to the Approved List of Models and Manufacturers must be used.

Projects must be completed within 10 months of the PPA signing.

Bidders must have installed either one solar project of 800 MW capacity, or two such projects, each of 500 MW capacity, or three such projects, each of 400 MW capacity.

Bidders must have a minimum cash flow from business operations of ₹7 billion (~$79,31 million).

In October last year, the Paradip Port Authority issued a tender for the design, engineering, procurement, construction, installation, testing, commissioning, and comprehensive ten-year operation and maintenance of a 10 MW grid-connected solar photovoltaic power project.

In 2023, the Deendayal Port Authority received 13 expressions of interest in a global call for applications to develop a green hydrogen hub at the port.
