Coal India Issues Empanelment Tender for Floating, Ground-Mount Solar Projects

Coal India has invited expressions of interest to empanel engineering procurement and construction (EPC)-cum-operation and maintenance (O&M) contractors for ground-mounted and floating solar power projects.

The empanelment will be for two years with a further two years extension provision.

The contractors will be empaneled for three different categories:

  • Category I is up to 50 MW
  • Category II is above 50 MW and up to 100 MW
  • Category III is above 100 MW

Bidders can apply for all the categories or any one of the categories.

The last day to submit the bids is March 4, 2024. Bids will be opened the next day.

Bidders for Category I must have completed three similar works, each having capacity not less than 5 MW, two similar works, each not less than 6.25 MW, or one similar of not less than 10 MW during the last seven years.

For Category II, they must have completed three similar works, each having a capacity not less than 15 MW, two similar works, each not less than 18.75 MW, or one similar of not less than 30 MW during the last seven years.

For Category III, they must have completed three similar works, each having a capacity not less than 30 MW, two similar works, each not less than 37.5 MW, or one similar of not less than 60 MW during the last seven years.

Bidders must have an average annual financial turnover of at least ₹550 million (~$6.62 million) for Category I, ₹1.6 billion (~$19.27 million) for Category II, and ₹3.15 billion (~$37.93 million) for Category III during the last three years.

Their net worth as of the last date of each of the last three financial years should be positive.

Bidders must submit a certificate of possessing adequate working capital of at least ₹350 million (~$4.21 million) for Category I, ₹700 million (~$8.43 million) for Category II, and ₹1.4 billion (~$16.86 million) for Category III.

Recently, CIL Navikarniya Urja, a wholly-owned subsidiary of Coal India, invited bids to commission 35 MW of solar power projects along with the associated transmission system in Maharashtra.
