Chhattisgarh Issues Tender for 10,000 Solar Water Pumps Under KUSUM

The Chhattisgarh State Renewable Energy Development Agency (CREDA) has issued a tender to establish standardized rates to set up off-grid solar photovoltaic water pumping systems (SPWPS) with capacities of 02, 03, and 05 horsepower (HP) across Chattisgarh.

The scope of work includes survey, design, supply, transport, installation, testing, and commissioning, along with comprehensive system warranty, insurance, and five years of repair and maintenance.

The initiative falls under Component B of the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM KUSUM) program.

The last date for the submission of bids is March 28, 2024. Bids will be opened on April 3.

Bidders must submit ₹25,000 (~$301.50) + 18% GST = ₹29,500 (~$355.77) as the cost of the tender document.

Bidders must also furnish ₹500,000 (~$6,029) as earnest money deposit for individual and consortium bidders and ₹200,000 (~$2,411) for start-up and new entrepreneur bidders.

For local bidders (Chhattisgarh), a minimum experience of installing 250 solar photovoltaic irrigation pumps is required.

Bidders from other states must possess experience in supplying and installing a minimum of 700 solar photovoltaic irrigation pumps under any government program or CREDA’s market mode program over the last eight financial years (2015-16 to 2022-23).

The experience should cover five out of the last eight financial years.

A satisfactory commissioning/functioning report, including complete system details from the concerned state/central agencies, must be provided along with the bid document. The solar photovoltaic irrigation pumping systems should currently be in successful operation.

Bidders should have a positive net worth as of March 31, 2023, and the aggregate turnover should be at least ₹100 million (~$1.2 million) in solar power projects over the last eight financial years (2015-16 to 2022-23).

Bidders must possess either a valid test report in their name or written consent from the owner (manufacturer of solar photovoltaic module/pump/controller) to use such test certificates/reports for all consented categories of pumps (2, 3 & 5 HP, AC & DC, Surface & Submersible).

In case of future changes in components or system configuration, bidders must seek prior approval from CREDA. This involves submitting a valid original test report for the modified configuration along with the written consent of the owner.

CREDA reserves the right to accept or reject modified configurations of solar photovoltaic irrigation pumps.

Bidders who are debarred from business by any government or government agency in any state are not eligible to participate in this bid.

Recently, CREDA issued a tender for the standardization of rates to set up 20,000 off-grid SPWPS with capacities of 2, 3, and 5 HP across Chhattisgarh under its Saur Sujla program.
