Chhattisgarh Invites Bids to Set up 1.3 MW Rooftop Solar Projects

Chhattisgarh State Renewable Energy Development Agency (CREDA) has issued a request for selection to set up grid-connected rooftop solar projects with a cumulative capacity of 1.3 MW at two hospitals in Raigharh, Chhattisgarh, under the renewable energy service company (RESCO) model.

The projects must be installed at the Late Shri Lakhi Ram Agrawal Memorial Medical College and the Late Shri Lakhi Ram Agrawal Memorial Hospital. The capacity will be split equally between the two hospitals.

Bids must be submitted by September 22, 2025. Bids will be opened on September 23.

Bidders must furnish an earnest money deposit of ₹1 million (~$11,350.75) and a document fee of ₹25,000 (~$283.77) plus 18% GST.

Selected bidders must submit a performance bank guarantee of ₹1 million (~$11,350.75).

The scope of work entails the design, supply, erection, testing, and commissioning of the solar projects. It also includes providing operation and maintenance services for 25 years.

Selected bidders must identify the project sites, conduct site surveys and visits, assess solar potential, and prepare a feasibility report. They must also provide a warranty for the project components and ensure net-metering.

Successful bidders must obtain all the permits, approvals, licenses, and insurance. They must also provide training and other equipment necessary to complete the project’s scope.

Only components adhering to the Approved List of Models and Manufacturers of Solar Photovoltaic Modules must be used.

The project must be commissioned within 12 months.

Bidders must have designed, supplied, installed, and commissioned solar projects with a minimum capacity of 2,000 kW in the past five financial years till March 31, 2025. They must have commissioned at least one project with a minimum capacity of 500 kW during the same period. The projects must have been commissioned and operating satisfactorily.

Bidders must have a minimum net worth of ₹10 million (~$113,507.5) as on the last date of the previous financial year. They must have a minimum annual average turnover of ₹100 million (~$1.13 million) during the last three financial years.

In January this year, CREDA invited expressions of interest to implement approximately 20 MW of grid-connected rooftop solar systems under the RESCO model for supplying solar power to registered housing societies across the state.
