CERC Admits Solar Developers’ Plea for Compensation Due to Power Curtailment

The Central Electricity Regulatory Commission (CERC) has admitted petitions from solar developers seeking compensation for power generation losses and financial losses resulting from power curtailment due to inadequate transmission systems.
They have sought directions to Power Grid Corporation of India (PGCIL) and the Central Transmission Utility of India (CTUIL) to provide them the compensation until the operationalization of the associated transmission system.
The petitioners are ACME Solar Holdings and AMPIN Energy Green. The Commission clubbed their petitions with similar ones filed by Juniper Green Cosmic and NTPC Green Energy.
The petitioners requested the CERC to direct PGCIL to refund the applicable yearly transmission charges that the petitioners have already paid.
CERC will hear the petitions from the solar project developers on November 27, 2025.
It also ordered PGCIL to file its responses within six weeks.
CERC directed CTUIL to report the status of the associate transmission system being developed for the petitioners and the effectiveness of the general network access (GNA) granted to the petitioners. It said CTUIL must declare the progress on the commissioning date of the associated transmission system.
It further asked CTUIL to state the reason for the delay in setting up the GNA granted to the petitioners.
The CERC’s admitting these petitions is significant in light of the high levels of solar and wind energy curtailment this year. From March 2025 to September 2025, nearly 4 GW of wind-solar energy was curtailed in Rajasthan due to delays in transmission projects and lower power demand resulting from above-normal rainfall in northern India. Several developers in Rajasthan received notices from the regional load dispatch centers about time-block-wise curtailment of renewable energy.
