Central Electronics Invites Bids for O&M of a 1 MW Solar Project

Central Electronics (CEL) has invited bids for the operation and maintenance (O&M), including round-the-clock security services, for a 1 MW solar project at the Central Electronics Engineering Research Institute’s Pilani Campus.

The contract will be valid for five years with an option for a two-year extension.

The last day to submit the bids is March 13, 2023. Bids will be opened on the same day.

Bidders must furnish an earnest money deposit of ₹60,000 (~$724).

The successful bidder must submit an amount equivalent to 10% of the order value as a performance security deposit.

The scope of work involves operation and maintenance, including corrective and preventive measures, to ensure maximum project operation. The bidder will handle all equipment, accessories, spares, consumables, and civil work. All necessary spares and parts will be procured and supplied by the bidder. Additionally, 24/7 on-site security deploying at least one security guard is required.

Bidders must have experience in installing, commissioning, maintaining, and operating solar projects with a minimum cumulative capacity of 500 kW. This must include at least one project of 100 kW or two projects of 50 kW commissioned in any of the last three years.

Bidders must also have a minimum of six months of experience in the maintenance of solar projects for government departments, public sector undertakings, or private companies. They must submit maintenance reports signed by the customer as proof of experience.

Bidders must have a cumulative turnover of more than ₹20 million (~$241,653) during the last three financial years.

A penalty of ₹6.50 (~$0.08)/ kWh will be imposed by CEL for any energy generation shortfall below the mandated capacity utilization factor of 16%. Failure to submit monthly reports will result in non-payment. Failure to respond to repairs within the stipulated time can result in repairs being carried out by the bidder at their own cost.

In January, Central Electronics invited bids to supply one million multicrystalline solar cells of 4.68 W output or higher.
