BSNL Invites Bids for 10 MW of Rooftop Solar Projects Across India

Bharat Sanchar Nigam (BSNL) has invited bids for selecting project developers to set up 10 MW of grid-connected rooftop solar projects on its buildings across various states under the renewable energy service company (RESCO) model.

The last date to submit the bids is June 28, 2023. Bids will be opened on June 30.

The bidder must submit ₹500 (~$6.07)/kW of the quoted capacity as an earnest money deposit. The successful bidder must furnish a performance bank guarantee of ₹1,000 (~$12.13)/MW of the approved capacity before signing the power purchase agreement (PPA).

The total capacity to be allocated under each zone is given below:

Each bidder can bid for any number of zones, but the maximum total capacity allocated to the bidder will be up to 5 MW.

The project must be completed within six months after the issuance of the letter of intent.

BSNL will enter into a PPA with the selected bidders within 90 days from the letter of intent issuance date.

To be eligible, bidders must have experience in designing, supplying, installing, and commissioning grid-connected solar power projects of cumulative capacity not less than 25% of the quoted capacity in the last seven consecutive years. The projects should have been commissioned and working satisfactorily for at least a year.

Out of these projects, the bidders should have executed at least one grid-connected solar power project with a minimum capacity of not less than 100 kW.

Further, the net worth of bidders should be equal to or greater than ₹2 million (~$24,264)/MW of the quoted capacity as of the last date of the previous financial year.

During the last three financial years, they should demonstrate a minimum average annual turnover of ₹4 million (~$48,527)/MW of the quoted capacity.

Additionally, the bidder should demonstrate working capital or line of credit for the last financial year for a minimum amount of ₹2.25 million (~$27,297)/MW of the quoted capacity.

BSNL has mandated that bidders procure modules for the project from the Approved List of Models and Manufacturers (ALMM) issued by the Ministry of New and Renewable Energy.

Earlier, BSNL had issued a request for proposal (RfP) for implementing grid-connected rooftop solar projects at its buildings in different parts of Maharashtra under the RESCO model.
