BREDA to Empanel Vendors to Install 60 MW of Rooftop Solar Projects in Bihar

The Bihar Renewable Energy Development Agency (BREDA) has invited bids to set up 60 MW of grid-connected rooftop solar systems under the capital expenditure (CAPEX) model at various government buildings in Bihar.

The last date to submit online bids is February 14, 2022. Bids will be opened on the following day. The pre-bid meeting will take place on February 2.

BREDA invited bids under two categories. Under Category A, the rooftop solar capacity ranges between 2 kW and 10 kW up to 40 MW. A capacity of 20 MW ranging between 11 kW to 100 kW is allotted under Category B.

Bidders need to quote a minimum of 1 MW capacity for each category.

Bidders must furnish ₹2 million (~$26,604) as an earnest money deposit. In addition, the successful bidder should submit 5% of the contract value as a contract performance guarantee.

The scope of work includes the design, supply, installation, testing, and commissioning of grid-connected rooftop solar projects.

The successful bidder must commission each project within 120 days from the date of issue of the work order. After commissioning these projects, the bidder must provide comprehensive operation and maintenance services for five years.

To participate in the competitive bidding process, bidders must have installed and commissioned 600 kW of solar capacity in India in the last five years.

The minimum average annual turnover of bidders should be ₹50 million (~$665,004) in the last five financial years. Their net worth must be positive in the previous financial year.

The successful bidder must maintain a minimum capacity utilization factor of 19% and a minimum performance ratio of 75% as per the guidelines of the Bihar Electricity Regulatory Commission (BERC).

The modules used for the project must be manufactured in India. There is no restriction for sourcing the rest of the components.

In August 2021, BREDA invited expression of interest to empanel installers of grid-connected rooftop solar projects of 2 MW capacity at various government buildings in the state under the CAPEX model. The successful bidder was also expected to provide comprehensive operation and maintenance of systems for five years.

Mercom had earlier reported that BREDA floated an empanelment tender for 15 MW of rooftop solar projects at various government buildings in the state.

According to Mercom’s India Solar Tender Tracker, BREDA has invited bids for 89 MW of rooftop solar capacity to date.
