BPCL Issues Tender for 100 MW Wind Projects in Madhya Pradesh and Maharashtra

Bharat Petroleum Corporation (BPCL) has issued a request for proposal to set up 100 MW (±5%) wind power projects in Madhya Pradesh and Maharashtra on a lumpsum turnkey basis.

The scope of work includes setting up 25 MW (±5%) wind projects across two lots each in Madhya Pradesh and Maharashtra.

Each lot must have a cumulative capacity of 25 MW (±5%), with a maximum of two sites having 10 (±5%) MW at any one site.

The last date to submit the bids is January 1, 2024.

The selected bidders must commission the projects in 21 months and manage the projects’ comprehensive operation and maintenance (O&M) for a maximum of 10 years.

The power generated from the projects will be used for captive consumption at BPCL’s refineries at Bina in Madhya Pradesh and Mumbai in Maharashtra.

Bidders must submit an earnest money deposit of ₹10 million (~$119,984) for each lot.

The successful bidders must submit a performance bank guarantee amount equivalent to 10% of the contract value (except for O&M) within 15 days of receiving the contract award.

They must also submit a bank guarantee amount equivalent to 10% of the annual O&M charges one month before the start of the O&M period every year.

TBidders must have experience executing similar works in India during the last ten years. The technical requirement for each of the lots with 25 (±5%) MW capacity wind farm in the tender is as follows –

They should also have operated and maintained at least one wind farm of 10 (±5%) MW capacity with wind energy generators of 1,000 kW or above rating for at least one year.

The wind generators must be listed in the latest Revised List of Models & Manufacturers issued by the Ministry of New and Renewable Energy and should have a rating of 2,000 kW and above.

The availability of land for the projects is a pre-requisite for all the bidders submitting proposals.

The average annual turnover of the bidders must be equal to or more than ₹400.8 million (~$4.81 million) in the last three accounting years for each lot.

The net worth of the bidders must be positive.

BPCL floated a tender for consultancy services for these wind farm projects in June this year.

In June this year, ILIOS Power, a Telangana-based solar project developer, won an engineering, procurement, construction, and O&M contract from BPCL for 6.9 MW floating solar power projects to power its Kochi refinery.
