Bihar Floats Tender for 1 MW of Hybrid Rooftop Solar Projects with Net Metering Facility

The Bihar Renewable Energy Development Agency (BREDA) has invited bids to install 1 MW of hybrid rooftop solar projects with a net metering facility under the capital expenditure (CAPEX) model at various government buildings in Bihar.

The scope of work includes the design, supply, installation, testing, and commissioning of hybrid (solar with battery storage) rooftop solar projects with a net metering facility for a cumulative capacity of 1 MW having category size from 2 kW to 10 kW and 11 kW and above under the CAPEX model. The successful bidder will also have to take care of maintenance activities of the project for five years.

The last date to submit the bids online is August 31, 2021, and bids will be opened on September 01.

Interested bidders will have to submit an amount of ₹200,000 (~$2,687) as an earnest money deposit. The successful bidder will have to provide BREDA within seven days of the work order, a contract performance guarantee of 10% of the contract price for the due performance of its obligations under the contract.

The rooftop system should be inspected, supplied, installed, and commissioned within 90 days from the day of the issue of the work order.

To participate in the bidding process, the bidder should have successfully executed a cumulative capacity of at least 150 kW of grid-connected solar power projects or off-grid solar power projects in India during the last three years.

The bidder’s minimum average annual turnover should be at least ₹20 million (~$268,737) for the best three financial years out of the last five financial years. The bidder should have a positive net worth at the close of the last financial year.

The solar modules to be used in the project should be guaranteed for their output peak watt capacity, which should not be less than 90% at the end of 10 years and 80% at the end of 25 years. If the contractor fails to install the system within the stipulated time, he will have to pay a penalty of 0.5% of the contract price per week of delay, subject to a maximum of 10% of the contract price of the issued work order.

As per the tender document, the battery bank comprising batteries conforming to IS 15549 or the latest Bureau of Indian Standards (BIS) specification should be used for the project. The battery capacity should be a minimum of 7.2 VAh/Wp.

Recently, BREDA invited expressions of interest to empanel installers for grid-connected solar projects of 2 MW capacity at various government buildings in the state under the CAPEX model.

Earlier, BREDA had floated an empanelment tender for rooftop solar projects for a capacity of 10 MW (Category-B) and 5 MW (Category-C) on government buildings in the state.

According to Mercom’s India Solar Tender Tracker, BREDA has so far floated 87 MW of rooftop solar tenders in Bihar.
