Bids Invited for a 1.5 MW Rooftop Solar System in Gujarat

The Gujarat State Electricity Corporation Limited (GSECL) has issued a request for proposal (RfP) to select contractors for the design, engineering, supply and procurement, erection, testing, commissioning, and comprehensive operation and maintenance of a 1.5 MW rooftop solar system at Vadodara in Gujarat.

The rooftop solar panels will be deployed atop various GSECL plant premises ranging from 200 kW to 500 kW. The successful bidder will be responsible for operating and maintaining the rooftop solar system for five years.

The successful bidder must arrange the mounting frames, structures, array foundation, earthing grid design, and module interconnection to deploy the rooftop system. The company must also transport, unload, and load all the required equipment at the project site.

The last day to submit bids is October 1, 2022.

The successful bidder must commission the project within six months from the date of the notice to proceed for each site.

As per the tender document, GSECL will provide free of cost single point of water tapping from which the engineering, procurement, and construction (EPC) contractor will make arrangements for the module cleaning system.

The tender fee is ₹11,800 (~$148), while the estimated cost of the tender is ₹57.86 million (~$724,769) for the EPC contract without O&M.

Bidders must furnish an earnest money deposit of ₹300,000 (~$3,758).

Bidders must submit 10% of the EPC contract sum within seven days as the performance bank guarantee after accepting the letter of intent.

Bidders must also submit 1% of the EPC contract price as the O&M bank guarantee after completing the performance ratio test.

Bidders must have designed, supplied, erected, supervised, and commissioned solar PV-based grid-connected power plants of 1 MW. At least one plant should have been of 800 kW or two projects of 400 kW each or above, or three projects of 300 kW or above higher capacity.

Bidders must have an annual turnover of ₹50 million (~$626,597) for the last three financial years.

Last month, GSECL invited bids for an EPC package to set up 220 MW of solar projects anywhere in Gujarat under the Gujarat Urja Vikas Nigam Limited (GUVNL) tender to procure 750 MW (Phase-XVI) of solar power.
