Bids Invited for 15 MW of Grid-Connected Solar Projects in West Bengal

The projects will be developed on the premises of Durgapur Projects Limited

The Durgapur Projects Limited (DPL), a government of West Bengal enterprise, has floated two tenders for 15 MW of grid-connected ground-mounted solar projects in Durgapur, on a turnkey basis.

In the first tender, bids have been invited for the design, engineering, manufacturing, supply, erection, testing, and commissioning of 7 MW of grid-connected ground-mounted solar power projects in the premises of DPL on a turnkey basis. The successful bidder will also have to provide five years of comprehensive project maintenance.

The projects will be developed on 23.5 acres of land opposite the administrative building of DPL.

The last date to submit the bids is January 24, 2022. Bids will be opened on January 28.

The projects should have an integrated project performance of minimum solar energy generation at the rate of 1.6 MU annually/MW with degradation of 0.7% from the second year.

Bidders must submit ₹6.776 million (~$88,860) as an earnest money deposit. Successful bidders must furnish 3% of the project cost in the form of a contract performance guarantee.

The projects should be completed within 12 months from the letter of award.

Bidders should have experience executing contracts in planning, design, supply, testing, and commissioning of rooftop or ground-mounted or floating solar power projects with one project of at least one 7 MW project or two projects of 4 MW capacity each during the last seven years. The projects should have been in successful operation since their commissioning.

Bidders should have experience of O&M of one 7 MW project or two projects of 4 MW capacity each for the last one year as on the bid submission date. They should have completed one similar work order of value ₹271 million (~$3.55 million) or two work orders of value ₹169.4 million (~$2.22 million) each or three similar work orders of ₹135.5 million (~$1.78 million) each during the last seven years.

Bidders should have a minimum average annual turnover of ₹101.6 million (~$1.33 million) in the last three financial years. Their net worth should be positive for the last three years and not be less than 100% of the paid-up share capital.

If work is delayed beyond the schedule, the contractor will have to pay an amount equal to 0.5% of the contract value for each week of delay, subject to a maximum of 10%  of the project cost.

Speaking to Mercom, an official from DPL, said, “ These tenders are part of a total of 27 MW of grid-connected projects to be developed by DPL. Tenders for 22 MW have been floated so far, and another tender for the remaining 5 MW will be floated next year.”

8 MW tender

In the other tender, DPL has invited bids for 8 MW of grid-connected ground-mounted solar power projects in its premises on a turnkey basis. The contract will also include O&M activities for five years.

The projects will be developed on 27 acres of land near the 220 kV switchyard of DPL.

The last date to submit bids is January 21, 2022. Bids will be opened on January 28.

Bidders will have to submit ₹7.894 million (~$103,522) as an earnest money deposit. Successful bidders will have to furnish 3% of the project cost in the form of a contract performance guarantee.

The projects must be completed within 12 months from the date of the issue of the letter of award.

Bidders should have experience executing contracts in planning, design, supply, testing, and commissioning of rooftop or ground-mounted or floating solar power projects with one project of at least 8 MW capacity or two projects of 4 MW capacity each during the last seven years. The projects should have been in successful operation since their commissioning.

Bidders should have experience of O&M of one 8 MW project or two projects of 4 MW capacity each for the last year. They should have completed one similar work order of value ₹315.8 million (~$4.14 million) or two work orders of value ₹197.4 million (~$2.58 million) each or three similar work orders of ₹157.9 million (~$2.07 million) each during the last seven years.

The minimum average annual turnover of the bidders during the last three financial years should be at least ₹118.4 million (~$1.55 million). Their net worth should be positive for the last three years.

Last month, DPL issued an engineering, procurement, and construction (EPC) tender for 7 MW of grid-connected ground-mounted solar projects in Durgapur.

Earlier, the West Bengal Power Development Corporation had issued a notice inviting tender from EPC contractors to set up two 10 MW grid-connected ground-mounted solar projects in two phases at the Santhaldih Thermal Power Station in Purulia.
