Bids Invited for 3,500 Monocrystalline or Multicrystalline Solar Modules

Rajasthan Electronics and Instruments (REIL) has invited bids to procure 3,500 solar modules with a 330 W output made from 72 monocrystalline or multicrystalline solar cells.

The last date to submit the bids is July 16, 2022. Bids will be opened on the same day.

Bidders are not required to pay an earnest money deposit.

The efficiency of the modules should be more than 16.5%.

The solar modules should perform satisfactorily with ambient temperatures between -10°C & +85°C and withstand wind up to 170 Km/h on the panel’s surface. Every solar module will be checked for conformity with the International Electrotechnical Commission standards, and no negative power tolerance will be accepted.

The solar modules should have a warranty of five years and six months against manufacturing defects from the date of supply. The modules must be warranted for their output peak watt capacity, which should not be less than 90% at the end of 10 years and 80% at the end of 25 years.

The glass used to make the modules should be toughened low iron glass with a minimum thickness of 3.2 mm for a 72-cell module. The glass used should have a transmittance of above 91%.

The cells used to manufacture the modules should be free from all defects like edge chipping, breakages, printing defects, and discoloration of the top surface.

Only Class-I and Class-II local suppliers will be eligible to participate in the competitive bidding process.

A Class-I local supplier is a supplier or service provider whose goods, services, or works offered for procurement, have local content equal to or more than 50%. A Class-II local supplier is a supplier or service provider whose goods, services, or works offered for procurement, have a minimum local content of 20%.

However, eligible micro and small enterprises will be allowed to participate in the tender.

A micro and small enterprise will be awarded 25% of the total quantity if it quotes in the (L1)+15% range and matches the lowest bid.

The bidder or its original equipment manufacturer should have supplied the same or similar category products for 10% of the bid quantity in at least one of the last three financial years before the bid opening date to any central organization, state government organization, public sector undertaking, or a public listed company.

Last October, REIL invited bids to procure 7,000 solar modules of 380 W output made from 72 monocrystalline solar cells.

Earlier, REIL invited bids to supply 3,000 mono or polycrystalline solar modules of 320 W under the domestic content requirement category.
