BHEL Invites Bids for 300 MW Floating Solar Project in Odisha

Bharat Heavy Electricals (BHEL) has invited bids for designing, supplying, and assembling a floating system along with the necessary anchoring and mooring components for a 300 MW floating solar power project at the Rengali Reservoir in Angul district, Odisha.

The last date for the submission of bids is September 4, 2023. Bids will be opened on the same day.

The Rengali reservoir is under the ownership of the Water Resources Department of the Odisha Government and is located in an area linked to National Highway NH55 through State Highway SH63 (at Bhudapal) in Angul district.

Bidders are required to offer a five-year operation and maintenance (O&M) service, followed by an additional five years of annual maintenance contract after the completion of the O&M period.

The minimum assured annual generation in the initial year of O&M at the metering point is 558 million units (MUs).

Bidders do not have to submit any Earnest Money Deposit (EMD) for the tender.

The successful bidders must provide a performance bank guarantee (PBG) equivalent to 3% of the contract amount.

The bidders are encouraged to visit the site and gather comprehensive information regarding the existing conditions within and around the project premises.

This includes understanding all the legal, obligatory, and mandatory requirements set forth by different authorities before preparing and submitting their proposal.

To be eligible, the bidder should have completed constructing at least one floating solar photovoltaic project with a minimum capacity of 5 MW. Additionally, the bidder must have been responsible for designing and supplying the floating system’s Bill of Quantity (BOQ) and the anchoring/mooring system for the mentioned project.

Furthermore, the mentioned project must have been in successful operation for a minimum of six months, starting from the date of its commissioning until the date of the tender opening.

The bidder’s average annual turnover over the past three financial years should meet or exceed ₹840 million (~$10.1 million). Additionally, the bidder’s net worth should be positive, as indicated in the most recent audited accounts.

Energy generated from the proposed project would be evacuated to the nearby 400/220 kV Rengali power grid substation, located approximately 3 km from the photovoltaic floater area or approximately 1.3 km from the reservoir.

Last month, BHEL invited bids to select a solar project developer to set up a 2 MW grid-connected solar power project at BHEL’s Campus in Ramachandrapuram, Hyderabad, on a Build Own Operate and Transfer (BOOT) basis.

In March, BHEL invited bids for the O&M of 100 MW solar projects for the Gujarat State Electricity Corporation at Raghanesda Solar Park for ten years.
