Assam Issues Consultancy Tender for a 20 MW Floating Solar Project

Assam Power Generation Corporation (APGCL) has invited bids from consultants to provide project management consultancy (PMC) services for a 20 MW floating solar project at Son Beel Lake in the Karimganj district.

The last date to submit the bids online is September 25, 2023. Bids will be opened on the same day.

The scope of work includes PMC services, design & engineering, project monitoring, site supervision, and reporting.

Bidders must submit ₹600,000 (~$7,259) as an earnest money deposit. The successful bidder must furnish an amount equivalent to 10% of the value of the work as a performance bank guarantee.

The PMC contract will be effective from the receipt of the letter of award. It will remain in force for 18 months or on the completion of the project as per the engineering, procurement, and construction (EPC) project.

The consulting firm must have experience of PMC services for at least three or more commissioned solar power projects (ground-mounted or floating) of capacity not less than 10 MW each in the last seven years, out of which at least one should be floating solar project of capacity not less than 10 MW which has been successfully commissioned.

The minimum average annual turnover of bidders should be ₹13 million (~$157,283) during the last three financial years before the bid closing date.

The net worth of bidders should be positive for the last financial year.

Any delay on the part of the successful bidder in completing the project will lead to liquidated damages at the rate of 1% of the work value per week of delay, subject to a maximum of 10% of the work value.

In June, Assam Gas Company invited bids to select a consultant to conduct the feasibility study for a proposed agrivoltaic solar power project at Sadiya in the Tinsukia district and submit the project’s pre-feasibility report and detailed project report.

Earlier, Assam Power Distribution Company had issued a tender to procure power from 100 MW of grid-connected floating solar projects to be developed on different water bodies across the state on a build-own-operate basis for 25 years.
