ANERT Invites Bids for 100 MW of Rooftop Solar Systems in Kerala

Kerala government’s Agency for New and Renewable Energy Research and Technology (ANERT) has invited bids to develop rooftop solar projects with a cumulative capacity of 100 MW in Thiruvananthapuram.

The scope of work includes supplying, installing, and commissioning multiple solar power systems ranging from 1 kW to 500 kW atop public buildings in Thiruvananthapuram under the Solar City Project.

Vendors should commission the solar systems within 45 days of receiving the work order. They must also provide five years of comprehensive operation and maintenance services.

The last date to submit the bids is March 3, 2023. Bids will be opened the next day.

Bidders must pay ₹29,500 (~$355) as an empanelment fee.

Selected bidders must remit 3% of the quoted capacity as a performance bank guarantee.

Bidders must be registered with ANERT and listed in the national solar rooftop portal.

The agency will evaluate the technical bids to determine if they qualify under the essential eligibility criteria, following which the qualified bidders will be listed.

Bidders will be allocated capacity based on the lowest bid.

Bidders should have installed solar projects with a cumulative capacity of 500 kW at least six months before the bid opening date.

They should have a minimum average annual turnover of ₹10 million (~$120,594) in any two of the last five financial years. If the quoted capacity is more than 1 MW, they must have a turnover of an additional ₹5 million (~$60,297)/ MW.

The solar modules for the project must be procured from the Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy.

The minimum capacity utilization factor must not be less than 21% per annum for five years.

The agency had recently invited bids to implement a 1 MW grid-connected solar project at a government medical college campus in Thiruvananthapuram.

ANERT also invited bids to procure 1,000 smart energy meters as part of the Solar City Project.

According to Mercom’s India Solar Tender Tracker, ANERT has floated nearly 91 MW of rooftop solar tenders.
