10 MW in Empanelment Tenders Announced for Off-Grid Solar Projects in Uttar Pradesh

The Uttar Pradesh New and Renewable Energy Development Agency (UPNEDA) has floated three tenders to empanel agencies for the supply, manufacture, erection, testing, and commissioning of off-grid solar power projects at various places in Uttar Pradesh. The successful bidder will also have to take care of the maintenance activities for five years.

The first tender is for projects in the range of 1,000 Wp to 10,000 Wp, and the tentative capacity is 6 MW. The second tender is for projects in the range of 500 Wp up to 1,000 Wp, and the tentative capacity is 1 MW, and the third tender is for projects in the range of 10,000 Wp up to 50,000 Wp with a  tentative capacity of 3 MW.

The last date to submit the bids is March 31, 2021, and the online opening of bids will also take place on the same date.

The successful bidder who executes the agreement with UPNEDA for the work will have to furnish a security amount equivalent to 3% of the contract’s total value in the form of a bank guarantee valid for 18 months from the date of execution of the agreement.

To participate in the bidding process, the bidder should have a valid test report for complete systems and components issued by the Ministry of New and Renewable Energy (MNRE). The solar modules to be used in the project should be from the Approved List of Models and Manufacturers (ALMM). The bidder should have supplied and installed similar category projects of 30% of the bid quantity in the last three financial years.

Regarding the financial criteria, the bidder’s average annual turnover in the last three financial years should be at least 30% of the estimated cost. The bidder’s net worth as of the last day of the preceding financial year should not be less than 100% of the paid-up share capital.

UPNEDA has also floated separate tenders to empanel agencies for 18 MW of captive grid-interactive rooftop solar projects to be set up at government buildings in the state.
