MERCOM INDIA ROOFTOP SOLAR MARKET REPORT Q2 2025 – 1.6 GW INSTALLED IN Q2 2025

India added 2.8 gigawatts (GW) of rooftop solar capacity in the first half (1H) of calendar year (CY) 2025. The Installations rose over 158% compared to the 1.1 GW installed in 1H 2024, according to Mercom India’s newly released Q2 2025 India Rooftop Solar Market Report.

In the second quarter (Q2) of 2025, 1.6 GW of rooftop solar capacity was installed, representing a 33% increase from 1,216.6 MW in Q1 2025 and an over 121% increase from the 731 MW installed in Q2 2024.

The growth in installations during 1H and Q2 2025 was largely driven by the clearance of delayed registrations, the commissioning of new systems, and enhancements to the PM Surya Ghar portal.

In Q2 2025, rooftop solar capacity additions were led by the residential segment, which contributed over 74%, followed by the industrial segment at over 19%, the commercial segment at about 6%, and the government segment at nearly 0.5%.

Installations under the capital expenditure (CAPEX) model accounted for 88% of the quarterly additions, and capacity additions under the operational expenditure or renewable energy service company (OPEX/RESCO) model accounted for about 12% of the installations in Q2 2025.

Gujarat, Maharashtra, Uttar Pradesh, Kerala, and Rajasthan led the addition of rooftop solar capacity during the quarter. The top five states represented 64% of the total installations.

As of June 2025, India had a cumulative installed rooftop solar capacity of 16.5 GW.

The top 10 states accounted for nearly 81% of cumulative rooftop solar installations as of June 2025. Gujarat, Maharashtra, Kerala, Rajasthan, and Uttar Pradesh continued to lead in terms of cumulative installed rooftop solar capacity.

Assam registered the highest compounded quarterly growth rate of nearly 24% between Q2 2024 and Q2 2025. This was followed by Uttar Pradesh and Madhya Pradesh, with growth rates of nearly 19% and over 13%, respectively.

In Q2 2025, rooftop solar tenders amounting to 1,269 MW were issued, up over 232% QoQ from 382 MW and 110% YoY from 604 MW.

A comprehensive analysis of net metering policies across all Indian states and Union Territories is also included in the report.
