Q2 2025 MERCOM INDIA SOLAR OPEN ACCESS MARKET REPORT - 3.8 GW INSTALLED IN 1H 2025

In the first half (1H) of calendar year (CY) 2025, India added nearly 3.8 gigawatts (GW) of solar open access capacity, down over 4% from more than 3.9 GW in 1H 2024, according to the Q2 2025 Mercom India Solar Open Access Market report.

A record 2.7 GW of solar open access capacity was added in the second quarter (Q2) of 2025.

Installations in 1H 2024 were skewed higher as open access developers rushed to commission projects ahead of the ALMM reimposition. By comparison, 1H 2025 saw a slight decline, with project execution constrained by delays in connectivity approvals and limited transmission infrastructure in Q1. Installations, however, rebounded sharply in Q2 of 2025, fueled by developers rushing to commission projects ahead of the ISTS charges waiver deadline in June, with many partially commissioning projects to secure eligibility for the waiver.

SOLAR OPEN ACCESS MARKET REPORT

In Q2 2025, Maharashtra led solar open access capacity additions, accounting for over 30% of installations. The top five states accounted for over 86% of installations in Q2 2025.

As of June 2025, the cumulative installed solar open access capacity stood at 24.6 GW.

Karnataka retained its top rank in cumulative installations, accounting for approximately 24% of solar open access capacity at the end of Q2 2025. Maharashtra and Tamil Nadu ranked second and third, contributing more than 18% and nearly 12% of cumulative installations as of June 2025.

In Q1 2025, Karnataka was the leading seller in the Green Day-Ahead Market, accounting for nearly 34% of electricity sold.

Damodar Valley Corporation was the leading procurer from G-DAM, accounting for almost 28% of the electricity purchased through Q1 2025.

The volume traded in the Green Term Ahead Market on IEX declined around 25% QoQ in Q1 2025.

The cleared volume of renewable energy certificates traded on the Indian Energy Exchange declined more than 22% quarter-over-quarter QoQ in Q2 2025.
