Tender Issued for Forecasting and Scheduling of Solar and Wind Projects in Rajasthan

Rajasthan Urja Vikas Nigam (RUVNL) is inviting consultants to provide load and renewable energy (wind and solar) generation forecasting and schedule optimizer services.

The selected consultant will be contracted for two years, extendable up to 12 months. The consultants must help RUVNL prepare, plan and advise on energy portfolio management to provide 24×7 quality power to all consumers while minimizing the power purchase cost.

The last day to submit the bids is November 7, 2022. Bids will be opened on November 11.

The scope of work includes short-term, medium-term, long term power and energy demand and renewable energy forecasting. The selected consultant must also provide a power availability and procurement assessment. The firm must provide bilateral market participation strategy, scheduling and dispatch planning, network management, database management, real-time market bidding solutions integration, and various reports.

Bidders must pay a tender processing fee of ₹11,800 (~$142) and an earnest money deposit of ₹1 million (~$12,154). The selected bidder must furnish a contract performance guarantee equivalent to 10% of the total contract value within 30 days of the letter of award.

To be eligible, bidders must have experience implementing technology-enabled solutions in Indian power utilities with at least one assignment of a value of more than ₹20 million (~$243,092), two assignments of ₹12.5 million (~$151,932) each, or three assignments of ₹10 million (~$121,546) each during the last three years.

Bidders must have provided consultancy services for short-term, medium-term, and long-term energy planning, power demand forecasting, power scheduling, and solar wind forecasting for at least a year to any distribution company/ state load despatch center/ regional load despatch center or state transmission utility in the last five years.

Any ongoing assignments that completed one-year operations on the bid opening date will also be considered. Bidders must have over five years of experience providing consultancy services in the Indian power sector.

Bidders must have experience in completing the engagement of assisting at least one power distribution utility, state electricity board, or electricity department in the area of power distribution and power purchase cost optimization on a retainership basis for 12 months in the last five years.

Bidders must have a positive net worth and a minimum annual turnover of ₹15 million (~$182,319) in any two years during the last five financial years from consulting or advisory business in India related to scheduling and monitoring power for state utilities.

In January, Rajasthan Rajya Vidyut Utpadan Nigam invited bids from consultancy firms to provide consultancy services to develop and install a 2 GW solar park at Ramsar Chota Village in Bikaner, Rajasthan.
