					</table><p><a href="https://mdu.ac.in/default.aspx" target="_blank" rel="noopener">Maharshi Dayanand University</a>, Rohtak, Haryana, has floated a tender for the design, supply, installation, testing, and commissioning of 1.5 MW of grid-connected rooftop solar power systems on various university buildings.</p>
<p>The project will be implemented under the renewable energy service company (RESCO) model.</p>
<p>The scope of work includes operations and maintenance (O&amp;M) of the project.</p>
<p>The last date for the submission of bids is March 26, 2024. Bids will be opened the next day.</p>
<p>Bidders have to pay ₹1 million (~$12,063) as an earnest money deposit and a non-refundable fee of ₹15000 (~$180.97) as the cost of the bid document.</p>
<p>The electricity generated from the solar panels will be utilized for internal consumption, and any excess power will be fed back into the grid.</p>
<p>The university aims to reduce the dependence on fossil fuel-based electricity from the main grid.</p>
<p>The bidder will cover the costs associated with this project through the RESCO model under a 25-year power purchase agreement (PPA).</p>
<p>The O&amp;M responsibilities for the project encompass activities such as addressing wear and tear, conducting overhauls, managing machine breakdowns, handling insurance matters, and replacing faulty modules, inverters/power conditioning units , as well as providing spares, consumables, and other necessary parts for 25 years.</p>
<p>Bidders must have experience in executing similar works within the past seven years. The criteria for experience are as follows:</p>
<ul>
<li>Completion of three similar works, each with a capacity not less than 40% of the estimated capacity.</li>
<li>Completion of two similar works, each with a capacity not less than 50% of the estimated capacity.</li>
<li>Completion of one similar work with a capacity not less than 80% of the estimated capacity.</li>
</ul>
<p>The cost of work refers to the total value of the completed project, including government/client-supplied materials (excluding those provided free of charge).</p>
<p>Certification of this cost should be conducted by an officer holding a rank not lower than executive engineer/project manager or equivalent, calculated based on a compounded 10% value added per year.</p>
<p>Bidders must demonstrate a minimum average annual financial turnover of at least ₹50 million (~$603,170) in the last three years (with a 10% compounded value per year added).</p>
<p>The contractor or the sub-contractor must possess a valid license for executing water supply, sanitary, or electrical engineering works, and they should have previously executed similar projects in these domains.</p>
<p>The performance of the applicant for each completed and ongoing project in the last seven years must be certified by an officer not lower than the rank of executive engineer/project manager or equivalent.</p>
<p>Joint ventures are permitted under these criteria.</p>
<p>Earlier this month, the National Forensic Sciences University, Gandhinagar, Gujarat, <a href="https://www.mercomindia.com/university-in-gujarat-invites-bids" target="_blank" rel="noopener">issued</a> expressions of interest to set up 1 MW grid-connected rooftop solar projects on its campus buildings.</p>

University in Haryana Invites Bids for 1.5 MW Rooftop Solar Project

					</table><p>College Of Engineering Pune Technological University (<a href="https://www.coep.org.in/" target="_blank" rel="noopener">COEP Tech</a>), a Unitary Public University of the Government of Maharashtra, has invited expressions of interest to set up a 660 kW rooftop solar power project with net metering under the renewable energy service company (RESCO) model.</p>
<p>The University will make arrangements for the necessary space, including land, rooftops, and canteen sheds for the project.</p>
<p>The last date for the submission of bids is January 23, 2023. Bids will be opened the same day.</p>
<p>The net output power for the power project, assuming crystalline solar modules, is projected to be approximately 1,305 MWh on average.</p>
<p>Bidders have to submit a non-refundable tender fee of ₹5,000 (~$59.95)</p>
<p>Given the presence of rooftop areas free from shadows, the University identified 11 potential locations for installing rooftop solar systems. The North Side Campus has a potential for 421 kW solar capacity across four sites, and the South Side Campus has a potential for 503 kW across seven sites.</p>
<p>The site survey is mandatory, and only bidders who have submitted preliminary reports will be considered eligible bidders, in addition to meeting other terms of reference.</p>
<p>The preliminary report should outline their proposed solution based on the available space, including land, rooftops, canteen sheds, suitable boundary walls, or any other applicable areas for the project.</p>
<p>Bidders are expected to submit an envelope containing a detailed project report (DPR) that includes information on the technology used, the proposed layout of the facility on the campus with justification, instrumentations, controls, data generation, sharing and display methods, operational efficiency, salvage plans at the end of the contract, and the proposed offer.</p>
<p>The institute would maintain the right to modify the scope of the work at any given moment.</p>
<p>The bidders must possess at least 1 MW capacity project experience in government, semi-government, public sector undertakings, and educational institutions.</p>
<p>A completion work certificate related to similar projects is essential. Successful performance in higher capacity projects would be considered an advantage.</p>
<p>The bidders should demonstrate an average annual turnover of at least ₹80 million (~$959,352) in a minimum of three out of the last five financial years. Additionally, a solvency certificate, with a minimum value of ₹10 million (~$119,915), is mandatory and must be obtained from any scheduled bank.</p>
<p>Last year in June, Professor Jayashankar Telangana State Agricultural University (PJTSAU) <a href="https://www.mercomindia.com/bids-1-mw-rooftop-solar-in-telangana" target="_blank" rel="noopener">invited</a> bids to install 1 MW of grid-connected rooftop solar systems and small solar power systems under the RESCO model on university buildings at various locations in the state.</p>

Maharashtra University Invites Bids for 660 kW Rooftop Solar Project

					</table><p>In a new three-year collaborative study between the Wales-based <a href="https://www.swansea.ac.uk/" target="_blank" rel="noopener">Swansea University</a> and <a href="https://www.tatasteeleurope.com/" target="_blank" rel="noopener">Tata Steel U.K.</a>, researchers found that perovskite solar panels can be printed on steel atop establishments using screen printing which allows direct deployment of solar on the surface rather than using any other base.</p>
<p>The rooftop solar would enable buildings to generate, store and release their own secure supply of electricity. This would reduce reliance on fossil fuel energy such as gas, and ease pressure on the National Grid, especially as surplus power generated by a building can be used to charge up electric vehicles.</p>
<p>Active Building is a concept pioneered by the UK-based Innovation and Knowledge Centre <a href="https://www.specific.eu.com/" target="_blank" rel="noopener">SPECIFIC</a> which designed and has built offices and classrooms with Active solar systems. An Active solar system-enabled building supports a wider grid network by smartly integrating renewable energy technologies to generate, store, and release heat and electricity.</p>
<p>An Active Building operates on six basic principles: Building fabric and passive design; Energy efficient systems with performance monitoring; On-site renewable energy generation; Energy storage; Electric vehicle integration; and Smartly managing the integration with micro-grids and national energy network.</p>
<p>Swansea University already has two operational Active Buildings on its campus for the past few years. The results encouraged the collaboration to explore the potential of this technology further and speed up the process of turning the Active solar system into products for industrial-scale manufacturing.</p>
<p>Head of materials science and engineering at Swansea University Dave Worsley said, “We know the concept works as we’ve demonstrated it in our Active Buildings in sunny Swansea. This new collaboration with Tata Steel will enable us to develop its potential more quickly, identifying new types of steel products that actively work to generate electricity.”</p>
<p>“These printable solar cells can be built into the fabric of our homes, shops, and offices, allowing them to generate the power they need. It would also ease the pressure on national electricity networks, for example by enabling us to charge up electric vehicles with surplus energy generated by our homes,” he said.</p>
<p>Tata Steel UK’s R&amp;D Director Sumitesh Das said, “The combination of a ‘green’ solar technology with steel is a significant step in our net zero ambitions. We are buoyant with the possibilities that the perovskite technology brings to the table – especially in integration to the building and construction solutions – across different value streams in Tata Steel.”</p>
<p>Conventional solar cells manufactured from crystalline silicon consume ample energy during the production phase, while they are heavier than perovskite solar cells (PSCs) that can be produced utilizing locally available materials. The manufacturing process of solar panels using PSCs emits less than half the carbon compared to traditional solar cells.</p>
<p>Crucially, another advantage of PSCs over silicon is that they are flexible rather than rigid. This means they can be printed, using techniques such as screen printing, directly onto a material such as coated steel. This opens the door to creating innovative steel products for use in the construction industry that have built-in solar generating technology.</p>
<p>Perovskite solar cells offer a vast scope for researchers worldwide to <a href="https://mercomindia.com/2d-cations-tin-lead-perovskite-solar-cells/" target="_blank" rel="noopener">study</a> its implementation in solar panels to capture the solar spectrum to generate and store energy. Experts are also conducting experiments to understand certain criteria that lead to low performance in PSCs.</p>
<p>One such research was <a href="https://mercomindia.com/scientists-use-green-solvent-to-achieve-perovskite-solar-cells/" target="_blank" rel="noopener">initiated</a> by researchers at the Centre for Solar Energy and Hydrogen Research in Baden-Württemberg (ZSW), Germany who coated a large area of PSCs with a green solvent dimethyl sulfoxide (DMSO) and achieved a power conversion efficiency of 16.7%.</p>

<p>The successful bidder will also have to take care of the operation and maintenance of the project for 25 years.</p>
<p>The last date to submit the bids is June 28, 2022. Bids will be opened the following day.</p>
<p>Bidders can quote different rates under various categories of 1-10 kW, 11-100 kW, and above 100 kW. Bidders should quote separately for each category.</p>
<p>Bidders will have to pay ₹400,000 (~$5,135) as an earnest money deposit. The successful bidder will have to furnish ₹750,000 (~$9,629) as a performance bank guarantee.</p>
<p>The tariff for the program will be set for 25 years.</p>
<p>Only commercially established and operational technologies can be used for the project to minimize the technology risk and achieve the timely commissioning of the project.</p>
<p>Bidders should have executed off-grid or grid-connected solar power projects with a minimum cumulative capacity of 2.5 MW in the last five years.</p>
<p>Their annual turnover in any one of the last five financial years should be at least ₹50 million. They should submit a valid solvency certificate from a nationalized bank of value not less than ₹20 million.</p>
<p>The declared capacity utilization factor (CUF) should not be less than 15%. The solar project developer should maintain generation to achieve the annual CUF of 15% until the end of the power purchase agreement (PPA) duration of 25 years.</p>
<p>The total solar array capacity should not be less than the allocated capacity and comprise solar crystalline modules of a minimum of 250 watts.</p>
<p>The predicted electrical degradation of power generated should not exceed 20% of the minimum rated power at the end of 25 years and not more than 10% after ten years of the total rated original output.</p>
<p>Many universities across the country are going solar to meet their energy demands. Last August, Jai Narain Vyas University <a href="https://mercomindia.com/jnvu-tender-1-mw-rooftop-solar-project/" target="_blank" rel="noopener">issued</a> a request for selection, inviting bidders to set up a 1 MW rooftop solar project with a net metering facility under the RESCO model in Jodhpur, Rajasthan.</p>

Bids Invited for 1 MW of Rooftop Solar Systems in Telangana

<p>The Haryana Renewable Energy Development Agency (<a href="https://hareda.gov.in/" target="_blank" rel="noopener">HAREDA</a>), has facilitated power purchase agreements (PPA) for 3.75 MW of rooftop solar projects with five universities in Haryana at a tariff of ₹3.33 (~$0.046)/kWh for 25 years. The rooftop solar projects are also eligible for a 25% subsidy.</p>
<p>These five universities include; Chaudhary Charan Singh Haryana Agriculture University, Hisar; Bhagat Phool Singh Mahila University, Sonipat; Pandit Bhagwat Dayal Sharma University of Health Science, Rohtak; J.C. Bose University of Science &amp; Technology, YMCA, Faridabad; and Deenbandhu Chhotu Ram University of Science and Technology, Murthal.</p>
<p>The projects will be implemented under the grid-connected rooftop solar program for government buildings under the RESCO (Renewable Energy Service Company) model.</p>
<p>The RESCO or Renewable Energy Service Company model is a system where the developer owns the solar project, and the consumer only has to pay for the energy generated.</p>
<p>The total capacity for each university is mentioned in the table below.</p>

<p>In February 2019, Solar Energy Corporation of India (<a href="https://seci.co.in/" target="_blank" rel="noopener">SECI</a>) had <a href="https://mercomindia.com/seci-rfs-grid-connected-rooftop-solar-975-mw/" target="_blank" rel="noopener">issued</a> a request for selection (RfS) for the implementation of 97.5 MW of grid-connected rooftop solar projects for government buildings in different states and union territories via CAPEX or RESCO model, under global competitive bidding. In January 2020, the list of successful bidders was <a href="https://mercomindia.com/seci-list-bidders-rooftop-solar-tender/" target="_blank" rel="noopener">announced</a>. The total capacity of 97.5 MW was divided into three categories. The first category for 10 MW under the CAPEX Model (Part-A), the second for 85 MW for RESCO Model (Part-B), and the third for 2.5 MW under the CAPEX Model (Part-C).</p>
<p>A HAREDA official told Mercom that Sukhbir Agro, HFM Solar, and SunSource were some of the empanelled vendors selected in the SECI auction. HAREDA provided locations to each company to implement the rooftop projects under the RESCO model. HAREDA facilitated the program by signing PPAs with the universities.</p>
<p>In January this year, The Maharaja Agrasen Medical College at Agroha, Haryana, had <a href="https://mercomindia.com/medical-college-haryana-floats-tender/" target="_blank" rel="noopener">floated</a> a tender to enter into a power purchase agreement (PPA) for power from a 1 MW of rooftop solar system under the RESCO model.</p>

Five Haryana Universities Sign PPA for 3.75 MW of Rooftop Solar at ₹3.33/kWh

<p>The Roads and Bridges Development Corporation of Kerala (<a href="http://www.rbdck.com/" target="_blank" rel="noopener noreferrer">RBDCK</a>) has floated a tender for setting up a 735 kW DC grid-connected solar system at the Cochin University of Science and Technology in Cochin, Kerala.</p>
<p>The scope of work includes the design, supply, installation, testing, and commissioning of the solar system at the institute’s premises along with five years of comprehensive maintenance. The project is expected to cost ₹36.2 million (~$475,839).</p>
<p>Interested bidders are expected to pay an earnest money deposit (EMD) of ₹100,000 ($1,314). The last date for the submission of bids is April 6, 2020.</p>
<p>To be eligible to take part in the competitive bidding process, the bidder must have completed at least one similar work worth not less than 40% of the estimated value of this contract during the last five years as the prime contractor.</p>
<p>Applicants must also have had an average annual turnover of more than 150% of the estimated value of the work in the last three financial years. Each bidder is only allowed to submit one bid for the project. Multiple bids will be disqualified, the tender documents added.</p>
<p>Schools and colleges in India are <a href="https://mercomindia.com/schools-colleges-going-solar/" target="_blank" rel="noopener noreferrer">turning to solar</a> power to meet their energy requirements sustainably. Due to surging electricity bills and the desire to protect the environment, more and more educational institutions are turning to solar to meet their daily energy needs.</p>
<p>Recently, Delhi’s Shyama Prasad Mukherjee College <a href="https://mercomindia.com/delhis-shyama-prasad-mukherjee-college-rooftop-solar/" target="_blank" rel="noopener noreferrer">said it has decided</a> to install a 120 kW rooftop solar system atop its building. The college recently signed an agreement with HFM Solar for the project. The project falls under the subsidy program of the Delhi government, by the Indraprastha Gas Corporation Limited (IPGCL).</p>
<p>In April 2019, <a href="https://mercomindia.com/punjabs-akal-university-solar-project/" target="_blank" rel="noopener noreferrer">Mercom</a> reported that Akal University in Punjab’s Bhatinda announced that it had installed a 1.2 MW solar project for ₹52 million (~$0.75 million).</p>

Tender Announced for a 735 kW Solar Project at Cochin University of Science & Technology

<p>Aligarh Muslim University (<a href="https://www.amu.ac.in/" target="_blank" rel="noopener">AMU</a>) has added a new grid-connected solar power project on its premises, taking the total installed solar capacity in the university to 6.5 MW.</p>
<p>The rooftop project has been installed under Solar Energy Corporation of India (<a href="http://seci.co.in/" target="_blank" rel="noopener">SECI</a>) program. AMU has the largest solar power project among all academic institutions in the country.</p>
<p>The new solar rooftop addition will be on the rooftops of the Senior Secondary School-Girls, Ajmal Khan Tibbiya College, Sarojni Naidi Hall, S N Hall, Women&#8217;s Polytechnic, Bibi Fatima Hall, Department of Computer Engineering, New Hall for Girls, Trauma Centre, and Nadeem Tarin Hall.</p>
<p>&#8220;About 4.8 MW capacity project has been operational in the campus for the past two years. The university is also equipped with 3.3 MW ground-mounted solar plant,” said Mohammad Rihan, in charge of the Electricity Department and NISE-MNRE empaneled nodal officer.</p>
<p>He added, “AMU is continuously contributing to the National Solar Mission. These installations are also helpful for students to learn concepts of grid-connected solar PV projects, the concept of net metering and other research challenges”.</p>
<p>With the Indian government&#8217;s push, rooftop solar projects are being adopted by private as well as government-owned educational institutions across the country.</p>
<p><a href="https://mercomindia.com/tripura-university-installs-500-kw-rooftop-solar-system/" target="_blank" rel="noopener">Recently</a>, Tripura University has installed rooftop solar systems totaling 500 kW at its premises, spread over multiple buildings at the university campus. This is the first university in northeast India to have installed a solar project of this scale.</p>
<p><a href="https://mercomindia.com/iit-indore-campus-422kw-rooftop-solar/" target="_blank" rel="noopener">In December 2018</a>, Indian Institute of Technology (IIT) – Indore joined the league of green campuses in the country by installing 422 kW solar rooftop system in its premises. Around the <a href="https://mercomindia.com/jnu-installs-500-kw-rooftop-solar-system/" target="_blank" rel="noopener">same time</a>, Jawaharlal Nehru University (<a href="https://www.jnu.ac.in/" target="_blank" rel="noopener">JNU</a>) also installed a 500 kW rooftop solar system to light up its classrooms. Mumbai’s St Xavier’s High School has also<a href="https://mercomindia.com/st-xaviers-school-mumbai-rooftop-solar/" target="_blank" rel="noopener"> installed</a> a 35 kW rooftop solar system to save approximately ₹700,000 (~$9,726) every year on its electricity bill.</p>
<p>In November 2018, Mercom <a href="https://mercomindia.com/jamia-milia-universty-solar-rooftop/" target="_blank" rel="noopener">reported</a> on the news of Delhi’s Jamia Milia Islamia University installing a 2.25 MW Rooftop Solar Project. In <a href="https://mercomindia.com/amity-installs-1-8-mw-solar-campuses/" target="_blank" rel="noopener">July 2018</a>, Amity University installed rooftop solar PV projects aggregating 1.8 MW across three campuses. In <a href="https://mercomindia.com/iit-kharagpur-eoi-solar/" target="_blank" rel="noopener">May 2018,</a> IIT Kharagpur had invited an expression of interest to develop 5.5 MW of solar projects. <a href="https://mercomindia.com/uttarakhand-gb-pant-university-rooftop-tender/" target="_blank" rel="noopener">In May 2018</a>, Govind Ballabh Pant University of Agriculture and Technology in Uttarakhand’s Pantnagar town also tendered a 5 MW grid-connected rooftop solar PV project.</p>

Aligarh Muslim University Adds New Solar Rooftop; Total Capacity Reaches 6.5 MW

<p>India’s premier educational institution, Jawaharlal Nehru University (<a href="https://www.jnu.ac.in/" target="_blank" rel="noopener">JNU</a>), is going to be powered by solar energy, courtesy a 500 kW rooftop project commissioned by <a href="http://www.fourthpartner.co/" target="_blank" rel="noopener">Fourth Partner Energy</a>.</p>
<p>The project has been implemented under SECI’s 1,000 MW grid-connected rooftop solar PV system scheme for government buildings. The university will receive solar power at a flat rate of ₹3.39 (~$0.047)/kWh for 25 years. The solar power generated from these installations will save over 60 percent in power costs for the university.</p>
<p>“In support of the government’s green initiative of reaching 99,533 MW of solar power by 2022, JNU on its part has begun to install solar since 2017 in its campus. Further expansion of solar energy generation and conservation has also been planned to realise the maximum capacity of solar power generation of 2 MW”, said M. Jagadesh Kumar, the vice-chancellor of JNU in a press statement.</p>
<p>Brajesh Kumar Sinha, the vice president at Fourth Partner Energy said<strong>, </strong>“We are happy to see their initiative in leading the way for educational institutions to become more environment friendly and promoting sustainability initiatives. We believe that our vast experience in executing and maintaining over 1,600 solar plants across 22 states helped us bag this prestigious project.”</p>
<p>The rooftop project is spread across eight buildings and was executed in 42 days<strong>. </strong>It is expected to reduce carbon emission by ~700 tons per year, the equivalent to planting 32,000 trees.</p>
<p>Another leading university in New Delhi, Jamia Millia Islamia University, also recently <a href="https://mercomindia.com/jamia-milia-universty-solar-rooftop/" target="_blank" rel="noopener">commissioned</a> a 2.25 MW solar photovoltaic (PV) project on its premises. It would also receive solar power at a tariff of ₹3.39 (~$0.04711)/kWh for the next 25 years.</p>
<p><a href="https://mercomindia.com/schools-colleges-going-solar/" target="_blank" rel="noopener">Mercom recently reported that</a> solar – not black coal – is beginning to power classrooms, dormitories and canteens of multitudes of educational institutions across the country. Solar power is heating water, helping run laboratories, shining auditoriums, cooling down canteens, assisting in administrative work and illuminating street lights on school grounds. Due to surging electricity bills and the desire to protect the environment, a large number of educational institutions are turning to solar to meet their daily energy needs.</p>

<p><a href="https://mercomindia.com/uttarakhand-gb-pant-university-rooftop-tender/" target="_blank" rel="noopener">Recently</a>, Govind Ballabh Pant University of Agriculture and Technology in Uttarakhand’s Pantnagar town tendered a 5 MW grid-connected rooftop solar PV project.</p>
<p>Solar initiatives undertaken by the educational institutions are setting a good example for the rest of the country. Not only will this make the country adopt a sustainable and economical source of power, it will also help the overall growth trajectory of the rooftop solar sector.</p>
<p>According to the latest quarterly report by <a href="https://mercomindia.com/solar-installations-6-6-gw-first-nine-months-2018/" target="_blank" rel="noopener">Mercom India Research</a>, India’s solar installations have reached 6.6 GW year-to-date with large-scale projects making up 5,382 MW and rooftop installations accounting for 1,240 MW. Rooftop installations in Q3 2018 accounted for 435 MW, which was a 5 percent increase from 415 MW installed in Q2 2018, and a 64 percent increase when compared to 265 MW installed in Q3 2017.</p>
