					</table><p>Kargil Renewable Energy Development Agency (<a href="http://kredakargil.org/" target="_blank" rel="noopener">KREDA</a>) has invited bids for supplying, installing, and commissioning solar tubular (gel type) battery banks of various capacities at locations across the Kargil district in the Union Territory of Ladakh.</p>
<p>The successful bidder will be responsible for the maintenance of battery banks for five years from the date of installation and commissioning of battery banks.</p>
<p>The last date to submit the bids online is August 27, 2022. Bids will be opened on the same day.</p>
<p>Bidders will have to submit an amount equivalent to 2% of the project cost as an earnest money deposit. The successful bidder will be required to furnish a security deposit equivalent to 3% of the value of the contract allotted within 30 days from the date of the purchase order.</p>
<p>The company should be a solar battery manufacturing company in India or a solar engineering, procurement, and construction (EPC) company having an authorized dealership from the original solar battery manufacturing company in India.</p>
<p>Bidders must have ISO 9001 &amp; ISO 14001 certification to design, develop, manufacture, and sell batteries. Bidders who are solar EPC companies should have ISO 9001 &amp; ISO 14001 for quality management of systems. They should have a dealership certificate from the solar battery manufacturing company having ISO 9001 &amp; ISO 14001 certification.</p>
<p>They should have completed a battery bank installation job in Ladakh for a minimum capacity of 500 kWh.</p>
<p>Companies with experience in executing and operating solar power projects or replacing batteries in Ladakh will be given preference during technical evaluation.</p>
<p>The minimum average annual turnover of the bidders during the last three financial years should be at least ₹18.8 million (~$236,261).</p>
<p>The battery bank would be under a comprehensive warranty of five years from the date of commissioning.</p>
<p>If the supplier fails to supply the total quantity or a part thereof within the stipulated time, a penalty of 0.5% per week of the undelivered portion, subject to a maximum of 15% of the cost of the undelivered portion, will be levied.</p>
<p>The battery should be a hi-performance valve-regulated tubular gel type with a polypropylene copolymer container. The battery should be provided with a pressure regulation valve, which should be explosion-proof. The valve unit should be such that it cannot be opened without a proper tool.</p>
<p>The batteries should use 2V and related capacity cells. Their capacity should be designed with an end cell voltage of 1.75 V/cell. The batteries should be suitable for recharging by means of solar modules via solar charge regulators.</p>
<p>In May this year, inverter manufacturer Sungrow <a href="https://mercomindia.com/sungrow-supply-tata-battery-storage-project/" target="_blank" rel="noopener">announced</a> that it would be supplying its storage solutions to Tata Power Solar Systems’ 60.56 MWh battery energy storage system project at Phyang, in the Leh district of Ladakh. Sungrow said that all equipment and devices would be installed swiftly as the plant is located at an altitude of 3,400 meters above sea level and in harsh geographic conditions.</p>
<p>Earlier, KREDA had <a href="https://mercomindia.com/tender-solar-pumps-kargil/" target="_blank" rel="noopener">issued</a> a tender for 51 solar pumps with a cumulative capacity of 1.153 MW in Kargil. The scope of work included supplying, installing, and commissioning the solar pumps of various ratings at the required locations.</p>

Bids Invited for Solar Battery Banks at Various Locations in Ladakh

<p>The Kargil Renewable Energy Development Agency (<a href="http://kredakargil.org/" target="_blank" rel="noopener noreferrer">KREDA</a>) has issued a tender for 51 solar pumps with a cumulative capacity of 1.153 MW in Kargil.</p>
<p>The project is expected to cost around ₹20 million (~$271,531). Interested bidders are expected to make an earnest money deposit (EMD) of ₹400,000 (~$5,431).  Micro, small, and medium enterprises are only required to pay ₹5,000 (~$68) towards the EMD. The deadline for submitting bids is October 12, 2020.</p>
<p>The scope of work includes supplying, installing, and commissioning the solar pumps of various ratings at the required locations. This also includes providing controllers along with the solar pumps. The pumps must conform to the norms of the Bureau of Indian Standards (BIS). The work is expected to be completed within a year. The pump capacities would vary, ranging between 5 HP (Horsepower) to 40 HP.</p>
<p>The Administration of the Union Territory of Ladakh and the Ladakh Autonomous Hill Development Council, Kargil, will provide funds for the projects based on availability. To be eligible to place bids, applicants must have undertaken work orders for the supply, installation, and commissioning of at least one solar pumping system above 30 HP during the last three years.</p>
<p>Prospective bidders are expected to have had a minimum annual turnover of at least ₹10 million (~$135,765) in the last three financial years. They must have undertaken at least one single work order of at least ₹20 million (~$271,531) involving solar photovoltaics under any Indian Government department. KREDA said that preference would be given based on the amount of experience the bidder has with similar work.</p>
<p>Kargil is trying to utilize the sun optimally to become more sustainable. Recently, the Solar Energy Corporation of India Limited had once again <a href="https://mercomindia.com/seci-7-5-gw-leh-kargil/" target="_blank" rel="noopener noreferrer">extended</a> the bid submission deadline for its tender for 7.5 GW of grid-connected solar power projects slated to be developed in the districts of Leh and Kargil. The tender was originally <a href="https://mercomindia.com/seci-rfs-7-5-gw-solar-leh-kargil/" target="_blank" rel="noopener noreferrer">issued</a> in January 2019.</p>
<p>In 2019, Mercom <a href="https://mercomindia.com/leh-kargil-connected-national-grid/" target="_blank" rel="noopener noreferrer">reported</a> that Leh and Kargil, two of India’s most difficult and inhospitable terrains, were connected to the national electricity grid. This feat, achieved after 72 years of independence, was made possible by the government’s PowerGrid Corporation of India Limited (PGCIL), a state-run transmission utility.</p>

Tender Released for Solar Pumps in Kargil

<p>Amid the ensuing COVID-19 crisis, the Solar Energy Corporation of India (<a href="https://www.seci.co.in/" target="_blank" rel="noopener noreferrer">SECI</a>) has once again extended the bid submission deadline for its tender for 14 MW of solar projects with 42 MWh battery energy storage system (BESS) (7MW/21 MWh each).</p>
<p>The projects are set to be developed at Leh and Kargil. As per the latest announcement, the bid submission deadline has been extended to September 30, 2020. The existing deadline for the submission of bids was July 30, 2020.</p>
<p>Before this, the deadline for the submission of bids was June 30, 2020. SECI had <a href="https://mercomindia.com/deadline-extended-seci-tender/" target="_blank" rel="noopener noreferrer">extended</a> the deadline to June 30, 2020, from June 01, 2020. Before that as well, it had <a href="https://mercomindia.com/seci-deadline-solar-tender-battery-storage-leh-kargil/" target="_blank" rel="noopener noreferrer">extended</a> the bid submission deadline to June 01, 2020, from April 16, 2020.</p>
<p>In February, SECI had <a href="https://mercomindia.com/seci-isues-tender-solar-with-42-mwh-battery-storage-leh-kargil/" target="_blank" rel="noopener noreferrer">floated</a> a tender for the setting up of 14 MW of solar power projects with 42 MWh battery storage system at Leh and Kargil divisions under the Prime Minister Development Package 2015.</p>
<p>In one of its earlier extension notifications, SECI had said, “It’s evident that the global outbreak of COVID-19 has significantly hampered the functioning of all sectors including institutions, commercial establishments, offices, and various manufacturing units. India is passing through this crucial time, having a complete lockdown of all the states and union territories (UTs) until April 14, 2020. In such a situation, the site visit for the subject request for selection (RfS) has already been postponed for an indefinite period.”</p>
<p>According to the tender document, the projects will be developed on a build-own-operate basis, and the selected project will be given a viability gap funding (VGF) in line with the terms and conditions of the tender. The upper limit for the VGF to be quoted by a bidder has been kept at ₹130 million ($1.81 million) for 1 MW solar project with a battery storage of 3 MWh. SECI will release 50% of the VGF after the supply of the equipment at the project site, and the remaining 50% will be released after the successful commissioning of the project.</p>
<p>The land for the setting up of the projects will be facilitated and made available to the developer by the Ladakh Renewable Energy Development Agency (LREDA) and Kargil Renewable Energy Development Agency (KREDA) separately. The LREDA &amp; KREDA will also provide the required land for the establishment of a substation.</p>

SECI’s Tender for 14 MW Solar with 42 MWh Battery Energy Storage Extended Again

<p>Earlier in April, SECI had <a href="https://mercomindia.com/seci-deadline-solar-tender-battery-storage-leh-kargil/" target="_blank" rel="noopener noreferrer">extended</a> the bid submission deadline for the project to June 01, 2020, from April 16, 2020.</p>

Deadline Extended for SECI’s Tender for 14 MW of Solar with 42 MWh Battery Energy Storage

<p>The Solar Energy Corporation of India (<a href="https://seci.co.in/" target="_blank" rel="noopener noreferrer">SECI</a>) has issued a tender for setting up 14 MW of solar power projects with 42 MWh battery storage system (7MW/21 MWh each) at Leh and Kargil divisions under the Prime Minister Development Package 2015.</p>
<p>The last date for the submission of bids is March 16, 2020, and the pre-bid meeting will take place on February 17, 2020.</p>
<p>SECI had initially <a href="https://mercomindia.com/seci-tenders-14-mw-solar-42-mw-bess/" target="_blank" rel="noopener noreferrer">issued an NIT</a> for the tender in March 2019.</p>
<p>Interested bidders will have to submit an amount of ₹19.6 million (~$273,178) as the earnest money deposit (EMD).</p>
<p>The scheduled commercial operation date (SCoD) of the projects will be 18 months from the date of the award of the order. The project should be designed for interconnection with the nearest substation of the buying entity at the voltage level of 11 kV.</p>
<p>The projects should be developed on a build-own-operate basis, and the selected project will be given a viability gap funding (VGF) in line with the terms and conditions of this RfS. The upper limit for the VGF to be quoted by a bidder has been kept at ₹130 million ($1.81 million) for 1 MW solar project with battery storage of 3 MWh.</p>
<p>SECI will release 50% of the VGF after the supply of the equipment at the project site, and the remaining 50% will be released after the successful commissioning of the project.</p>
<p>The tariff to be paid to the successful solar power developer (SPD) by the buying entity has been set as ₹2.00 ($0.028)/kWh at the interconnection point, which will remain flat for the entire period of the PPA.</p>
<p>The land for setting up the solar projects with battery storage will be facilitated and made available to the developer by the Ladakh Renewable Energy Development Agency (LREDA) and Kargil Renewable Energy Development Agency (KREDA) separately. The LREDA &amp; KREDA will also provide the required land for the establishment of a substation.  The declared annual capacity utilization factor (CUF) should not be less than 17%.</p>
<p>The successful bidder can also execute the project through an SPV, with at least 76% shareholding.  Any consortium should incorporate a project company with equity participation by the members in line with the consortium agreement before signing of PPA with SECI.</p>
<p>Regarding the financial eligibility, the net worth of the bidder should be at least ₹392 million (~$5.46 million) as on the last date of the previous financial year. The minimum annual turnover of the bidder should be ₹41.72 million (~$581,565) during the last fiscal year 2018-19.</p>
<p>Last year, Mercom reported that Leh and Kargil, two of India’s most challenging and inhospitable terrains, <a href="https://mercomindia.com/leh-kargil-connected-national-grid/" target="_blank" rel="noopener noreferrer">were finally</a> connected to the national electricity grid.</p>
<p>Earlier, SECI once again <a href="https://mercomindia.com/seci-deadline-extension-two-solar-tenders/" target="_blank" rel="noopener noreferrer">extended</a> the deadline for the submission of bids for its mega solar tender of 7.5 GW capacity. These grid-connected solar power projects are slated to be developed in Leh-Kargil districts.</p>

SECI Issues Tender for 14 MW of Solar with 42 MWh Battery Storage in Leh and Kargil

<p>The Solar Energy Corporation of India (<a href="http://seci.co.in/" target="_blank" rel="noopener">SECI</a>) has issued a tender for setting up 14 MW of solar power projects with 42 MWh battery energy storage system (7MW/21MWh each) in Leh and Kargil division.</p>
<p>Both Leh and Kargil will have a 7 MW solar project with battery storage of 21 MWh each.</p>
<p>The detailed Request for Selection Document (RfS) will be available on March 15, 2019.</p>
<p><a href="https://mercomindia.com/14-mw-solar-42-mwh-bess-leh-kargil/" target="_blank" rel="noopener">Recently</a>, Mercom reported that these projects would be developed on a build-own-operate basis. The land for setting up of these solar projects will be facilitated by Ladakh Renewable Energy Development Agency (LREDA) and Kargil Renewable Energy Development Agency (KREDA).</p>
<p>The program will be implemented by SECI which will also act as a project management consultant for the entire project. It would include the process of finalization of the detailed project report, selection of solar project developer, project management until project testing, commissioning, and execution of the project by the project developer.</p>
<p>SECI will be responsible for the fund management, releasing of Viability Gap Funding and will also monitor the performances post commissioning of the projects. SECI will be paid 3 percent of the total VGF disbursed, as service charges. The project will have a fixed tariff of ₹2 (~$0.028)/kWh with VGF. The amount of VGF will be decided through competitive bidding. A maximum VGF support of ₹1,820 million (~$25.60 million) will be provided to set up the entire capacity.</p>
<p>The upper limit of VGF is ₹130 million (~$1.83 million) for 1 MW solar project with battery storage of 3 MWh. SECI will release 50 percent of VGF after the supply of equipment at the project site, and the remaining 50 percent of VGF will be given after the successful commissioning of the project.</p>
<p><a href="https://mercomindia.com/government-developers-discuss-solar-jk/" target="_blank" rel="noopener">Last Month</a>, Mercom reported about the discussion between the government and solar developers for the implementation of SECI’s 7.5 GW solar projects planned in J&amp;K.</p>
<p><a href="https://mercomindia.com/seci-tender-3-mw-solar-battery-energy-storage/" target="_blank" rel="noopener">Previously</a>, in July 2018, SECI issued a tender for the development of two 1.5 MW (AC) solar power projects with battery energy storage system at Tangtse and Durbuk in Leh district of Jammu &amp; Kashmir.</p>

SECI Issues Two Tenders for 14 MW Solar With 42 MWh Battery Energy Storage in Leh and Kargil

<p>Leh and Kargil may soon have grid-connected solar projects connected to battery energy storage system (BESS).</p>
<p>The proposal to set up a 14 MW solar project with aggregate battery storage capacity of 42 MWh has now received the President’s approval. Both Leh and Kargil will have a 7 MW solar project with battery storage of 21 MWh.</p>
