					</table><p>REC Power Development and Consultancy (<a href="https://www.recpdcl.in/" target="_blank" rel="noopener">RECPDCL</a>), a wholly owned subsidiary of <a href="https://recindia.nic.in/" target="_blank" rel="noopener">REC Limited</a>, has issued a request for selection (RfS) of wind project developers for setting up 100 MW of inter-state transmission system (ISTS) connected wind power projects in India.</p>
<p>The projects will be developed under the program for flexibility in the Generation and Scheduling of Thermal/ Hydropower Stations through bundling with Renewable Energy and Storage Power notified by the Ministry of Power and on a Build-Own-Operate basis.</p>
<p>Bidders must submit their offers for a minimum project capacity of 50 MW and a maximum of 100 MW. The offers must be quoted in multiples of 10 MW only.</p>
<p>The selected developers will also be responsible for setting up the dedicated transmission network up to the interconnection or delivery point at their own cost. The minimum voltage for the interconnection at the ISTS must be 220 kV.</p>
<p>The last date to submit the bids is August 22, 2023. Bids will be opened on August 25.</p>
<p>Bidders must submit a bid processing fee of ₹500,000 (~$6,078) + 18% GST for each project and an earnest money deposit of ₹1.326 million (~$16,119)/MW/project of the quoted capacity.</p>
<p>The successful bidder must submit a performance bank guarantee of ₹1.989 million (~$24,180) /MW of the allotted capacity seven days before signing the power purchase agreement (PPA).</p>
<p>They must also pay ₹100,000 (~$1,216) /MW/ project of the allotted capacity + 18% GST to RECPDCL towards administrative overheads as success charges.</p>
<p>The projects must be commissioned within 18 months of signing the PPA.</p>
<p>The selected developers must sign a 25-year PPA with <a href="https://www.dvc.gov.in/" target="_blank" rel="noopener">Damodar Valley Corporation</a>. The power procured by Damodar Valley Corporation from these projects will be utilized to replace thermal power through existing PPAs of the corporation with various DISCOMs.</p>
<p>If the thermal generator is unable to replace the thermal power, the wind power can be sold in Exchange by DVC as per the provisions of the flexibility program.</p>
<p>Already commissioned projects will not be considered under this tender. Projects under construction or not yet commissioned would be considered only if they are not accepted under other central or state programs.</p>
<p>Only commercially established and operational technologies can be used to minimize the technology risk and achieve timely commissioning of the projects. The wind turbine models used for the project must be listed in the Revised List of Models and Manufacturers issued by the Ministry of New and Renewable Energy.</p>
<p>The project’s declared capacity utilization factor must not be less than 22%. The project developer must maintain the generation so as to achieve an annual CUF of not less than 80% and not more than 120% of the declared value during the PPA term.</p>
<p>The net worth of the bidders should be equal to or greater than ₹13.26 million (~$161,207) /MW of the quoted capacity as of the last date of the previous financial year.</p>
<p>They must have a minimum annual turnover of ₹5.19 million (~$63,097) /MW of the quoted capacity during the previous financial year. Alternatively, they can submit proof for internal resource generation capability in the form of Profit Before Depreciation, Interest, and Taxes for a minimum amount ₹1.376 million (~$16,728) / MW of the quoted capacity as of the last date of the previous financial year. They can also submit an in-principal sanction letter from lending institutions or banks committing a line of credit for a minimum amount of ₹1.3 million (~$15,805) /MW of quoted capacity towards meeting the working capital requirement of the quoted project.</p>
<p>Foreign companies are also allowed to participate in the tender, condition that they form a ‘Special Purpose Vehicle’ (SPV), which must be an Indian company registered under the Companies Act 2013 as its subsidiary company, with at least 51% shareholding in the SPV, before signing the PPA.</p>
<p>The Ministry of Power has recently <a href="https://www.mercomindia.com/bidding-guidelines-wind-power-projects" target="_blank" rel="noopener">introduced</a> new guidelines for the tariff-based competitive bidding process for procurement power from grid-connected wind power projects to boost renewable capacity and meet the distribution licensee’s renewable purchase obligation.</p>
<p>In May 2023, RECPDCL <a href="https://www.mercomindia.com/rec-bids-empanel-consultants-solar-projects-india" target="_blank" rel="noopener">invited</a> bids to empanel consultants to undertake project management consultancy services for solar projects (floating solar and ground-mounted) at various locations across India for two years.</p>

REC Issues Tender for 100 MW ISTS-Connected Wind Projects

					</table><p>Engineering and consulting firm <a href="https://www.gensol.in/" target="_blank" rel="noopener">Gensol Engineering</a> has been awarded the engineering, procurement, and construction (EPC) contract by the Damodar Valley Corporation (<a href="https://www.dvc.gov.in/" target="_blank" rel="noopener">DVC</a>) for an 8 MW ground-mounted solar power project in Panchet town of Dhanbad district in Jharkhand.</p>
<p>The company will also oversee the project’s operation and maintenance for five years.</p>
<p>Gensol won the project by quoting ₹476 million (~$5.76 million) in the e-reverse auction.</p>
<p>The company must now submit a performance security amount equivalent to 5%-10% of the contract value.</p>
<p>In addition to the performance security, retention money equivalent to 5% of each running bill will be withheld by DVC until final acceptance to ensure the completion of the project.</p>
<p>Gensol must commission the project within nine months of receiving the letter of award.</p>
<p>DVC had <a href="https://www.mercomindia.com/damodar-valley-corp-8-mw-solar-project-jharkhand" target="_blank" rel="noopener">floated</a> the tender for the project in February 2023, outlining the mandate of using monocrystalline solar photovoltaic technology with a fixed tilt configuration.</p>
<p>Gensol will be responsible for supplying solar modules, mounting structures, string combiner boxes, power conditioning units, inverters, and all the necessary equipment required to construct a 33 kV bay at the existing 132/33 kV Panchet Hydel Station switchyard.</p>
<p>It must also ensure that vendors provide a guarantee for the materials and equipment for 18 months from the date of delivery or 12 months from the date of commissioning, whichever is earlier.</p>
<p>It had been specified that the modules used in the project must be warranted with a linear degradation rate of power output except for the first year and guarantee a minimum of 80% of the initial rated power output at the end of 25 years from the date of successful commercial operation.</p>
<p>The project will be Gensol’s second ground-mount project and, overall, third for DVC. Gensol had commissioned a 10 MW ground-mount solar power project in Koderma, Jharkhand, and a 30 MW floating solar power project at multiple locations in Jharkhand and West Bengal.</p>
<p>In June 2023, Gujarat-based Param Renewable Energy, the operation and maintenance (O&amp;M) arm of Gensol, was <a href="https://www.mercomindia.com/param-renewable-wins-indian-oils-auction-5-mw-solar-project" target="_blank" rel="noopener">awarded</a> a contract by the Indian Oil Corporation for the O&amp;M of a 5 MW solar power project located at IOCL’s Rawra facility in the Jodhpur district of Rajasthan for three years.</p>

Gensol Wins EPC Contract for Damodar Valley Corporation’s 8 MW Solar Project

					</table><p>REC Power Development and Consultancy (<a href="https://www.recpdcl.in/" target="_blank" rel="noopener">RECPDCL</a>), a wholly-owned subsidiary of REC Limited, has invited bids to set up 500 MW of interstate transmission system (ISTS)-connected solar power projects across the country.</p>
<p>The projects aim to maintain flexibility in the generation and scheduling of thermal or hydropower by bundling with renewable energy and storage.</p>
<p>The last date to submit the bids is December 23, 2022. Bids will be opened on December 28.</p>
<p>The participants will have to deposit ₹500,000 (~$6,157) along with 18% GST for each project in the 50 MW to 99 MW range as a bid processing fee. The amount would be ₹1.5 million (~$18,473) plus 18% GST for each project with a 100 MW and above capacity.</p>
<p>Bidders must also remit ₹400,000 (~$4,926)/MW of the quoted capacity as an earnest money deposit. The successful bidder will have to furnish ₹800,000/MW of the quoted capacity as a performance bank guarantee.</p>
<p>Damodar Valley Corporation will enter into a power purchase agreement (PPA) with successful bidders for 25 years.</p>
<p>The project must be commissioned within 18 months from the date of PPA.</p>
<p>According to the terms of the bid, already commissioned projects cannot be considered under this tender.</p>
<p>Further, projects under construction or not yet commissioned will be considered in case these projects are not already accepted under any other central or state programs.</p>
<p>Only commercially established and operational technologies can be used to minimize the technology risk and achieve the projects&#8217; timely commissioning.</p>
<p>The net worth of bidders should be equal to or greater than ₹8 million (~$98,523)/MW of the quoted capacity as of the last date of the previous financial year or at least seven days before the bid submission deadline.</p>
<p>The minimum annual turnover of bidders should be at least ₹4.145 million (~$51,047)/MW of the quoted capacity during the previous financial year or at least seven days before the bid submission deadline.</p>
<p>Also, bidders should have an internal resource generation capability in the form of profit before depreciation, interest, and taxes for a minimum of ₹830,000 (~$10,221)/MW of the quoted capacity, as of the last date of the previous financial year or at least seven days before the bid submission deadline.</p>
<p>Additionally, they should have an in-principle sanction letter from the lending institutions committing a Line of Credit for a minimum of ₹1.036 million (~$12,758)/MW of the quoted capacity towards meeting the working capital requirement of the project.</p>
<p>As per the tender documents, the declared annual capacity utilization factor (CUF) should not be less than 22%. The developer should maintain generation to achieve an annual CUF within plus (+) 10% and minus (-) 15% of the declared value till the end of ten years from the commercial operation date, subject to the yearly CUF remaining minimum of 19%, and within (+)10% and (-)20% of the declared value of the annual CUF after that till the end of the PPA duration of 25 years.</p>
<p>The developer will bear the responsibility and costs for the ISTS connectivity in line with applicable regulations.</p>
<p>The solar modules to be used in the solar projects must be warranted for peak output wattage, which should not be less than 90% at the end of ten years and 80% at the end of 25 years.</p>
<p>In May this year, RECPDCL <a href="https://mercomindia.com/tenders-ists-network-evacuating-18-gw-renewable-gujarat/" target="_blank" rel="noopener">issued</a> four global tenders to build ISTS on a build, own, operate, and transfer basis at Khavda pooling station under Phase II- (Part A-D) in Gujarat. The transmission infrastructure is to evacuate 18 GW of renewable energy.</p>
<p>Earlier, RECPDCL had <a href="https://mercomindia.com/rec-subsidiary-empanel-solar-epc-om/" target="_blank" rel="noopener">issued</a> an expression of interest for the empanelment of engineering, procurement, and construction (EPC)-cum-operation and maintenance (O&amp;M) contractors for the development and O&amp;M of solar projects.</p>

REC Limited’s Subsidiary Invites Bids for 500 MW of ISTS-Connected Solar Projects

					</table><p>Damodar Valley Corporation (<a href="https://www.dvc.gov.in/dvcwebsite_new1/" target="_blank" rel="noopener">DVC</a>) has invited bids to install and commission 10 MW of grid-connected solar power projects at its thermal powers station in Koderma, Jharkhand.</p>
<p>The successful bidder will also have to take care of the operation and maintenance of the project for ten years.</p>
<p>The last date to submit the bids is July 28, 2022. Bids will be opened on the same day.</p>
<p>Bidders will have to submit ₹5.272 million (~$67,406) as an earnest money deposit. The contractor should furnish an amount equivalent to 3% of the ordered value as a performance bank guarantee within 30 days from the letter of award.</p>
<p>The project must be commissioned within nine months from the letter of award.</p>
<p>Bidders should have as an engineering, procurement, and construction (EPC) contractor or as a developer designed, supplied, erected, and commissioned grid-connected solar power projects of a cumulative capacity of 5 MW or higher, out of which at least two projects should have been of 1 MW or higher capacity. The reference projects of 1 MW or higher capacity must have been in operation for at least six months before the bid submission date.</p>
<p>The reference grid-connected solar power project of 1 MW or higher capacity should be at a single location developed by the bidder for itself or any other client.</p>
<p>Bidders must have net working capital or access to credit facilities of ₹175.743 million (~$2.25 million) in the last financial year.</p>
<p>Their annual turnover for the best three financial years out of the last five financial years should not be less than ₹702.972 million (~$8.99 million).</p>
<p>Bidders must have a net worth of not less than 100% of the paid-up share capital as of the last day of the previous financial year.</p>
<p>In January, DVC <a href="https://mercomindia.com/damodar-valley-corporation-tender-12-mw-solar-project/" target="_blank" rel="noopener"> invited</a> bids from EPC contractors to set up a 12 MW grid-connected ground-mounted solar power project with associated systems, including the power evacuation system at the Koderma Thermal Power Station in Jharkhand.</p>
<p>Earlier, DVC had <a href="https://mercomindia.com/tender-issued-survey-solar-damodar-valley/" target="_blank" rel="noopener">invited</a> bids from consultancy firms for a detailed topographical and contour survey of 200 acres to develop solar photovoltaic projects in and around thermal power stations.</p>
<p>According to Mercom’s <a href="https://mercomindia.com/product/india-solar-tender-tracker/" target="_blank" rel="noopener">India Solar Tender Tracker</a>, DVC has so far issued tenders for 62 MW of solar power projects.</p>

Bids Invited for 10 MW of Solar Power Projects in Jharkhand

<p>State-owned hydro and thermal power generator <a href="https://www.dvc.gov.in/dvcwebsite_new1/" target="_blank" rel="noopener">Damodar Valley Corporation</a> has invited bids from consultancy firms for a detailed topographical and contour survey of 200 acres to develop solar photovoltaic (PV) projects in and around thermal power stations across the valley area.</p>
<p>The last date to submit online bids is February 7, 2022. Bids will be opened on the following day. The pre-bid meeting will take place on January 20.</p>
<p>The scope of work includes conducting a topographical survey, preparing maps, and reporting the entire area indicated for the location of power projects, colony, ash pond, raw water, and reservoir. The successful bidder will also be responsible for providing survey instruments, construction equipment, tools, plants, materials, labor, qualified surveyors, transport, full insurance, and other incidental items.</p>
<p>To participate in the competitive bidding process, bidders must have completed one similar work costing not less than ₹792,000 (~$10,714) in the last seven years. Alternatively, they should have completed two similar works, each costing not less than ₹495,000 (~$6,698), or three similar works each costing not less than ₹396,000 (~$5,358).</p>
<p>Bidders must have a minimum average annual turnover of ₹297,000 (~$4,017) in the last three financial years.</p>
<p>The successful bidders must complete surveys in 60 days. If they fail to complete the survey on time, liquidated damages will be applicable at the rate of 0.5% of the value of the delayed work per week, limited to a maximum of 5% of the total contract value.</p>
<p>In September 2020, Damodar Valley Corporation <a href="https://mercomindia.com/dvc-plans-floating-solar-projects/" target="_blank" rel="noopener">announced</a> that it would focus solely on solar projects to add capacity. It proposed 1,776 MW of floating solar projects in four dams in West Bengal and Jharkhand.</p>
<p>Mercom had earlier <a href="https://mercomindia.com/damodar-valley-corporation-tender-solar-projects-jharkhand/" target="_blank" rel="noopener">reported</a> that Damodar Valley Corporation issued a tender for setting up 50 MW of grid-connected solar projects. The projects were expected to be developed under the developer model in design-build-operate-transfer (DBOT) mode at Panchet, Jharkhand.</p>
<p>Recently, the company inaugurated a 1 MW rooftop solar project at its Raghunathpur Thermal Power Station on National Energy Conservation Day. The company is implementing a series of renewable energy projects across its power stations to achieve a greater percentage of renewable energy in its energy mix.</p>
<p>According to Mercom’s <a href="https://mercomindia.com/product/india-solar-tender-tracker/">India Solar Tender Tracker</a>, Damodar Valley Corporation has issued tenders for 50.2 MW of solar capacity to date.</p>

Tender Issued to Conduct Topographical Survey for Solar Projects in Damodar Valley

<p>The Damodar Valley Corporation (<a href="https://www.dvc.gov.in/dvcwebsite_new1/" target="_blank" rel="noopener noreferrer">DVC</a>) has issued a tender for setting up 50 MW of grid-connected solar projects.</p>
<p>The projects are to be developed under the developer model in design-build-operate-transfer (DBOT) mode at  Panchet in the state of Jharkhand.</p>
<p>The last date for the submission of bids is December 27, 2019, while the bid opening date is scheduled for December 31, 2019.</p>
<p>The scope of work includes the design, engineering, manufacturing, supply, packing, forwarding, and commissioning of the grid-connected solar PV projects on approximately 290 acres of land.</p>
<p>The work also involves the supply and installation of a water washing system for the cleaning of solar modules. The successful bidder will also be responsible for the installation of the SCADA (supervisory control and data acquisition) system for remote monitoring and control of inverters with all hardware and software.</p>
<p>Interested bidders must deposit a sum of ₹18.5 million (~$260,000) as the earnest money deposit (EMD).</p>
<p>As per the qualifying requirement on technical capability, the bidder should have designed, supplied, erected, and commissioned at least 10 MW of solar projects in India. Out of the 10 MW project, the bidder should have directly worked on at least 2 MW.</p>
<p>According to the tender document, the networking capital of the bidder should not be less than ₹461.5 million (~$6.4 million). Moreover, the average annual turnover of the bidder for the best three years out of the last five financial years should not be less than ₹1.8 billion (~$25.7 million).</p>
<p>According to the DVC, all components of the project should comply with the Indian Standard or International Electrotechnical Commission (IEC) standard. The design and commissioning should also be as per the latest quality standards.</p>
<p>Further, the cells and modules used in the project should be sourced only from the models and manufacturers included in the ‘Approved List of Models and Manufacturers’ as published by the Ministry of New and Renewable Energy (<a href="https://mnre.gov.in/" target="_blank" rel="noopener noreferrer">MNRE</a>).</p>
<p>A couple of months ago, the ministry had <a href="https://mercomindia.com/mnre-stakeholders-almm-order-government-solar/" target="_blank" rel="noopener noreferrer">issued a notification</a> shedding light on its earlier order regarding the compulsory registration under the Approved Models and Manufacturers of Solar Photovoltaic Modules. The MNRE stated that the list would consist of List-1, which specifies the models and manufacturers of solar PV modules, while List-II will specify the models and manufacturers of solar PV cells. Both the lists will come into effect from March 31, 2020. The MNRE clarified that after March 31, 2020, only those models and manufacturers that are included in ALMM lists of solar PV cells and modules would be <a href="https://mercomindia.com/mnre-announce-list-of-approved-solar-manufacturers/" target="_blank" rel="noopener noreferrer">eligible to use</a> in government or government-assisted projects or projects under government programs.</p>
<p>The state of Jharkhand is currently in the bottom rungs of the ladder when it comes to the development of solar projects. The state is yet to see big solar tenders being awarded for development.</p>
<p>According to Mercom India’s <a href="https://mercomindia.com/product/india-solar-project-tracker/" target="_blank" rel="noopener noreferrer">Solar Project Tracker</a>, the state currently has merely 19 MW of large-scale solar projects in operation.</p>
<p>However, earlier this year, the Energy Efficiency Services Limited (<a href="https://www.eeslindia.org/" target="_blank" rel="noopener noreferrer">EESL</a>), a joint venture between the public-sector units of the Ministry of Power and the Government of India, had <a href="https://mercomindia.com/eesl-tender-100-mw-solar-maharashtra-andhra-jharkhand/" target="_blank" rel="noopener noreferrer">issued</a> a tender to set up 100 MW of solar projects across Maharashtra, Andhra Pradesh, and Jharkhand.</p>
