Rate Contract Tender Issued for 8,000 DCR Mono or Polycrystalline Solar Modules

Rajasthan Electronics and Instruments Limited (REIL), a joint venture between the Government of India and the Government of Rajasthan, has issued a rate contract tender for 8,000 domestic content requirement (DCR) mono or polycrystalline solar photovoltaic (PV) modules.

The tender is invited for 2,000 modules each of 160 W, 320 W, 325 W, and 340 W.

The last date for submission of bids is August 12, 2021. The bidder must quote fixed prices for the entire delivery period, including packing forwarding, freight, insurance, and unloading of material. The rate contract would be valid until October 2021.

Only original Indian PV module manufacturers or their authorized dealers and distributors can participate in the tender. Any offers from parties other than the original Indian PV module manufacturers, their dealers, or distributors would be rejected.

The vendor should have manufactured and supplied a cumulative 2 MW modules (300 Wp or above) in the last financial year (2020-21). The details of dispatches during this period would be validated with customer purchase orders or customer feedback.

The winning vendor will provide a 66-month warranty against manufacturing defects from the date of supply and offer free replacements against defects. The PV module would be warranted for their output peak watt capacity, which should not be less than 90% at the end of 10 years and 80% at the end of 25 years. The warranty includes free replacement against non-performance, and the manufacturer would provide the warranty certificate.

The solar module must comply with the approved list of models and manufacturers (ALMM) of solar PV modules. Further, the models and manufacturers of PV modules would be included in the ‘list of models and manufacturers for solar PV modules’ empanelled by MNRE.

The total quantity must be supplied within two weeks from REIL’s delivery clearance, issued from time to time as per REIL’s requirement mutually agreed upon within the contract validity. REIL reserves the right to split the quantity and award among two or more vendors as per the production or project requirement.

Earlier in February 2021, REIL invited bids for contract manufacturing of 6,500 polycrystalline solar PV modules.

According to Mercom’s India Solar Tender Tracker, REIL has floated tenders to procure 9,110 polycrystalline modules as of June 2021.
