Operation and Maintenance Tender Issued for 2 MW Solar Project in Trombay

Rashtriya Chemicals and Fertilizers Limited (RCF), a Government of India undertaking, has issued a notice inviting tender (NIT) for the operation and maintenance of a 2 MW solar project at RCF’s Trombay unit for two years.

The last day to submit the bids is May 9, 2022. Bids will be opened on the same day.

Bidders must furnish an earnest money deposit (EMD) of ₹50,000 (~$652). Medium and small enterprises (MSE) bidders must upload the Udyog Aadhar Memorandum (UAM) number and a valid certificate issued by the National Small Industries Corporation or District Industries Centre to avail the EMD exemption.

The successful bidder must furnish 3% of the basic yearly contract value as a performance bank guarantee.

Bidders must have five years of experience in operation and maintenance of solar power projects with a minimum capacity of 2 MW or above in a single location. They must have executed a minimum of two work orders in the last seven years, confirming the operation and maintenance of the solar power project with a minimum capacity of 2 MW or above at two different locations.

Bidders must submit either one purchase order copy of ₹2.53 million (~$33,007) or above, two purchase order copies of ₹1.58 million (~$20,613) or above each, or three purchase order copies of ₹1.26 million (~$16,438) or above each as documentary proof of the executed operation and maintenance.

Bidders must have an average annual turnover of ₹949,000 (~$12,381) during the last three financial years ending 2020-21. Bidders also must submit either a valid financing limit, valid credit ratings, or a banker’s solvency certificate issued within the last year from the last scheduled date of tender submission for a value of (~$8,258).

Micro and small enterprise (MSE) bidders quoting within the price band of lowest (L1) + 15% will be allowed to supply the entire requirement subject to the acceptance of the L1 price. If there is more than one MSE with L1+ 15, the MSE bidder who has quoted the lowest will be allowed to supply the entire requirement. If the lowest quantity MSE bidder has not quoted within L1 + 15 % band, the original L1 bidder will be awarded the job.

In case of a delay in delivery, liquidity damages at the rate of 1% will be charged on the unfinished portion per week or part thereof, subject to a maximum of 10% of the contract price.

In February, RCF issued a notice inviting tender for consultancy services to facilitate renewable energy certificates purchase to meet its renewable power purchase obligation targets.
