Bids Invited to Commission 50 MW of Rooftop Solar Projects in Uttar Pradesh

Uttar Pradesh New & Renewable Energy Development Agency (UPNEDA) has invited bids to develop 50 MW of grid-connected rooftop solar projects on government and semi-government buildings in Uttar Pradesh under the Renewable Energy Service Company (RESCO) model on net-metering basis.

The selected developers must also provide comprehensive operations and maintenance services for 25 years.

The last day to submit the bids is October 28, 2022. The bids will be opened the next day.

Bidders must submit an earnest money deposit of ₹400,000 (~$4,904)/ MW of quoted capacity. Selected bidders must remit a performance bank guarantee (PBG) of ₹1.2 million (~$14,715)/ MW of allocated capacity within 30 days from the date of issue of the work order.

Bidders must submit bids for the minimum aggregate capacity of 1 MW and maximum capacity of 5 MW.

The project must achieve financial closure within six months from the award of the work order. Selected developers must commission the awarded capacity within twelve months from signing the agreement with UPNEDA. For any delay in commissioning the project, even after 18 months from the award of the work order, the total PBG amount for the project will be encashed daily.

The size of each project must range from 25 kW to 2 MW. One project can comprise several rooftop units. Each rooftop unit can be connected separately to the grid and may have separate meters. No more than one project will be allowed for one meter consumer number, subject to a maximum project size of 2 MW.

UPNEDA has stated that the solar modules to be used for the project must be procured from the Approved List of Models and Manufacturers  issued by the Ministry of New and Renewable Energy.

Bidders must have commissioned grid-connected solar systems of a cumulative capacity of not less than 500 kWp under the RESCO Model in the last five financial years.

They must have a minimum annual average turnover of ₹12 million (~$147,180)/ MW of the quoted capacity in three out of the last five financial years. Their net worth should be at least ₹8 million (~$98,113)/ MW of the quoted capacity as of the last date of the previous financial year, i.e., 2021-22.

UPNEDA has also issued a tender to empanel vendors to commission 15 MW of grid-interactive rooftop solar projects under the capital expenditure model on government buildings in Uttar Pradesh.

In its recently issued draft Solar Energy Policy 2022, Uttar Pradesh proposed to achieve 16 GW of solar power projects by 2026-27, which includes 4 GW of rooftop solar projects.
