Bids Invited for 26.43 MW of Solar Projects Under KUSUM Program in Haryana

Dakshin Haryana Bijli Vitran Nigam (DHBVN) has invited bids to set up 26.43 MW of decentralized grid-connected ground-mounted or stilt-mounted solar projects of capacity up to 2 MW and connected to respective substations.

The projects will be developed under Component A of the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) program and installed within a 5 km radius of the substations.

Under Component A of the PM-KUSUM program, the government aims to set up 10,000 MW of grid-connected solar power projects of individual project size of up to 2 MW.

The last date to submit the bids is July 26, 2022. Bids will be opened on July 29.

Bidders will have to pay ₹100,000 (~$1,257)/MW as an earnest money deposit (EMD). The EMD of ₹100,000 (~$1,257)/MW will be converted into a performance bank guarantee for the successful bidder upon signing the power purchase agreement (PPA) within the stipulated time.

The land required to install a solar power project will be 4 acres/MW.

The Haryana Power Purchase Center will purchase the electricity produced from the solar power projects at the pre-determined levelized tariff of ₹3.11 (~$0.039)/kWh.

The selected solar generator should commission the solar power project within 12 months from the letter of award.

Bidders can participate as an individual or group of farmers, co-operatives, panchayats, farmer producer organizations, or water user organizations setting up the project on their lands. If bidders cannot arrange the capital, they may set up the projects through a developer signing a land lease agreement.

Developers setting up the solar project on leased land should have a net worth of ₹10 million (~$125,720)/MW of the capacity applied in the last financial year.

The solar power generator has to maintain the capacity utilization factor (CUF) of at least 15% annually during the entire period of the PPA.

The selected bidder will have to lay the dedicated 11 kV line to the substation, construct the bay, and related switchgear at the substation.

Modules enlisted in the Approved List of Models and Manufacturers (ALMM) issued by the Ministry of New and Renewable Energy (MNRE) should only be used for the project.

In April this year, Uttar Haryana Bijli Vitran Nigam invited an expression of interest to set up decentralized grid-connected solar power projects with an aggregate capacity of 28 MW under Component-A of the PM-KUSUM program.

Earlier, Haryana had issued an expression of interest for 279 MW of solar projects under Component- A of the PM-KUSUM program.
