Bids Invited for 35 MW of Rooftop Solar Systems in Madhya Pradesh

Madhya Pradesh Urja Vikas Nigam (MPUVNL) has invited bids to install 35 MW of grid-connected rooftop solar systems under the renewable energy service company (RESCO) model at various locations in the state.

The successful bidder will have to take care of the operation and maintenance of the project for 25 years.

The scope of work includes design, engineering, supply, finance, installation, and commissioning of the project as per standard specifications and connecting up to existing mains, and interfacing internal electrical loads of the project with the licensee’s network.

The last date to submit the bids online is July 13, 2022. Bids will be opened on July 15.

Bidders should submit ₹100,000 (~$1,280)/MW as a bid security deposit.

The successful bidder should furnish an amount equivalent to ₹500 (~$6.41)/kW as a performance bank guarantee.

Bidders should either have a minimum net worth of ₹2.5 million (~$32,004)/MW or a minimum average annual turnover of ₹10 million (~$128,019)/MW during the last three years. If bidders submit bids for two or more project groups, the financial requirements should be met on a cumulative basis by adding the individual financial requirement for each project group.

In the case of a consortium, the financial eligibility criteria have to be met jointly by the lead member or its affiliate.

The nodal agency, successful bidder, and procurer should ensure that the power purchase agreement (PPA) is signed within 45 days of the work order based on the project capacity as ascertained through an actual on-ground survey of the site.

Liquidated damages will be imposed on the solar project developer at the rate of 5% of the performance bank guarantee per week of delay.

The projects’ metering and grid connectivity would be the project developer’s responsibility per the prevailing guidelines of the concerned distribution company (DISCOM), the Central Electricity Authority (CEA), and net metering provisions in the state.

In April this year, MPUVNL issued a request for proposal for the standardization of rates and selection of contractors to design, engineer, supply, install, test, and commission grid-connected rooftop solar systems with or without energy storage and off-grid rooftop solar systems with energy storage aggregating to about 11 MW in Madhya Pradesh.

Earlier, MPUVNL issued a request for proposal to install 10.72 MW of grid-connected rooftop solar systems under the RESCO model at various locations in Madhya Pradesh.
